94 <br /> <br /> Mr. John R. Boger, Jr., County Attorney, reported that Mr. Charlie <br />Irvin, Building Inspector, had now completed the research regarding the <br />dilapidated homes in the Silverhill Community and that letters should be <br />sent to the property owners within the next week to begin the procedure <br />for removing the homes. <br /> Mr. Charles McGinnis, County Manager, reported that the County was <br />presently awaiting word from the State regarding the submission of a grant <br />application which would include a request for funding to provide water <br />and sewer in the Silverhill Community. <br /> The Board of Commissioners responded to the questions received from <br />the Kannapolis Chamber of Commerce on April 5, 1982, as follows. <br /> <br /> (1) Since the water and sewer master plan involves a cooperative effort <br /> between or among the county and one or more other entities, ~why has <br /> a governing authority not been proposed or established? If one is <br /> contemplated, what would be its authority, responsibility, and <br /> composition? <br /> <br /> A governing authority has been proposed by the Cabarrus County Board <br /> of Commissioners and recommended to the City of Concord. The City <br /> of Concord and Mayor Harold McEachern appointed a study committee <br /> to study the feasibility of setting up a water and sewer authority <br /> which would include the organization and administration of a county <br /> wide authority. The committee is composed of Mr. Asbury Hudson, <br /> Mr. John L. Brown, Jr., Mr. Don Howell, Mr. John Hugh Williams, <br /> Mr. Troy Cook, and Mr. John Boger. This committee is charged with <br /> the responsibility of making a recommendation to the Rocky River <br /> Regional Wastewater Steering Committee, who in turn will make a <br /> recommendation to the governing bodies as to the composition of the <br /> authority and the organizational method for creating the authority. <br /> <br />(2) <br /> <br />Under the water plan the county will purchase water for distribution <br />from the Concord Board of Light & Water Commission. What, if any, <br />contractual agrement has been entered into relative to present and <br />future water rates to be charged to the county? <br /> <br />A contractual agreement has been entered into between the Cabarrus <br />County Board. of Commissioners and the Concord Board of Light and <br />Water Commissioners regarding the supply of water to be purchased <br />by the county upon successful passage of the bond issue. Future <br />water rates that the county would pay for supply of water would be <br />dependent upon water rates as would be charged by the Board of Light <br />and Water. The rates to be charged to the users of the water furnished <br />by the county would be in excess of twice the rate charged to users <br />within the corporate limits of Concord. <br /> <br />(3) <br /> <br />Under the sewage plan, the county will utilize portions of the sewage <br />system of the Concord Board of Light and Water Commission. What, if <br />any, contractual agreement has been entered into relative to present <br />and future usage rates to be charged to the county? <br /> <br />The construction and operation of the wastewater treatment facilities <br />and system as contained in the requirements of Federal grant monies <br />dictate that a uniform user rate charge be set. This rate charge is <br />subject to the Board of Light and Water determination; however, this <br />rate charge would be applied uniformly througout the entire system <br />of users. <br /> <br />(4) What areas of Kannapolis will be served by the proposed county water <br /> sewer system ? <br /> <br />The Master Plan contains the plans for the water and sewer system for <br />the entire county. <br /> <br /> Mr. Charles Baker of Henningson, Durham & Richardson, Inc., presented <br />information pertaining to the implementation of a cost recovery system to <br />provide water and sewer collection and distribution in Cabarrus County once <br />the bond issue is passed. <br /> <br /> <br />
