142 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at 7:00 P.M. <br />on Thursday, July 1, 1982, at the County Courthouse in concord, North <br />Carolina, for a public hearing on proposed Zoning Atlas and Text amendments. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> Kenneth F. Payne <br /> Absent - Commissioner: James W. Lentz <br /> Mr. Raiford Troutman, Chairman of the Cabarrus County Planning Board, <br /> presented each of the proposed Zoning Atlas and text changes for the Board's <br /> consideration. He recognized Mr. W. S. Chandler, Jr., Planning Director, <br /> and Mr. Jim Owens, staff member of the Planning Department, who reviewed <br /> the location of each of the areas proposed for rezoning. <br /> <br /> ZONING ATLAS AMENDMENTS <br /> <br /> (1) J. O. Willis - Township 2, Poplar Tent Road (closest intersection <br /> Poplar Tent Road and Cliffwood Street). 5610(08)-99-8006, 5610(08) <br /> 4539. Request rezone from R-15 to C-4. Petition number 82-03. <br /> Mr. Ken Willis, property owner, requested approval of the rezoning <br /> proposal in order to renovate the drive-in theater site to a flea market. <br /> Mr. Wade Young of 3000 Montford Avenue stated opposition to the <br /> rezoning of the area from R-15 to C-4. <br /> Mr. Billy Morrison of 607 Cliffwood Street and Mr. Charles Surner of <br /> 6 Raleigh Street stated no problem with the site being rezoned commercial <br /> if a buffer zone existed at the rear of the Willis property bordering <br /> Cliffwood Street and Raleigh Street. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br /> unanimously carried, the Board approved the adoption of the zoning change <br /> as presented. <br /> <br /> (2) Jim Moser - Township 4, South Main Street (closest intersection <br /> Cresent Street and South Main Street). 5612(07)-79-7434, 5612(07)- <br /> 79-9412. Request rezone from R-9 to C-3. Petition number 82-04. <br /> Chairman Bonds reported that Mr. Cecil Jenkins, attorney representing <br /> Mr. Jim Moser, had requested that this rezoning request be postponed until <br /> a later date as Mr. Jenkins could not attend this meeting. He asked if <br /> anyone were present who wished to speak regarding the rezoning of this <br /> property at this time. No one spoke either for or against the rezoning <br /> request. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br /> unanimously carried, the Board continued this rezoning request until the <br /> next zoning meeting. <br /> <br /> (3) Gary Cress - Township 4, Winecoff School Road (closest intersection <br /> Winecoff School Road and Shady Lane). 5612(20)-82-1228, 5612(20)-82- <br /> 8957, 5612(20)-82-7971, 5612(20)-82-6832. Request rezone from O-I <br /> to C-3. Petition number 82-05. <br /> <br /> Mr. Gary Cress requested the approval of this proposed rezoning to <br /> enable him to construct a wholesale type business with office space on <br /> property in that area. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Cook and <br /> unanimously carried, the Board agreed to change the 0-I zoning to C-3 for <br /> that property from the Duke Power right-of-way west. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br /> unanimously carried, the Board agreed to leave the land east of the Duke <br /> Power right-of-way zoned 0-I as is at the present time. <br /> <br /> (4) David Drye - Township 11, Zion Church Road East (closest intersection <br /> Zion Church Road East and Highway 601 South). 5539-51-7109, <br /> 5539-61-3975, 5539-61-0739. Request rezone from R-15 to RMF-7. <br /> Petition number 82-06. <br /> <br /> Mr. David Drye and Mr. William Maskal, Planning Consultant representing <br /> Mr. Drye, reviewed the general description of the property, the development <br /> plan for a mobile home community, and the written agreement by the City of <br /> Concord to provide water and sewer services to this residential development. <br /> <br /> <br />
