150 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />July 19, 1982, at 7:00 P.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Richard Burkhart of the Cabarrus <br />Cooperative Christian Ministry. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the minutes of July 1 and July 6, 1982, were approved <br />as written. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board appointed Mr. Gary Tolbert to the Harrisburg <br />Planning and Zoning Board as recommended by the Harrisburg Town Council to <br />complete the unexpired term of Mr. Donald Foster ending on July 1, 1984. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board set a public hearing for 10:00 A.M. on <br />August 2, 1982, for the following road name change. <br /> <br />Robinson Drive to Accent Avenue <br /> <br /> UPON MOTION of CommissiOner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the addition of the following roads <br />to the state road system for maintenance. <br /> <br />Albany Drive <br />Fallwood Drive <br />Winchester Drive <br />Lynchburg Drive <br />Petersburg Drive <br /> <br /> Mrs. Frances B. Long, Director of the Department of Social Services, <br />reported that Cabarrus County had received an allocation in the amount of <br />$45,885.00 for Adult Day Care for the period of July, 1982, through June 30, <br />1983. As the local match of 12.5 percent required for this allocation was <br />not included in the 1982-83 budget, Mrs. Long requested that the Board <br />appropriate $6,555.00 as the County's share for a total of $52,440.00 to <br />be available for Adult Day Care in Cabarrus County. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash with <br />Commissioners Cook and Nash and Chairman Bonds voting for and Commissioners <br />Payne and Lentz voting against, the Board accepted the state grant in <br />the amount of $45,885.00 for Adult Day Care and appropriated $6,555.00 from <br />the Commissioners' Contingency Fund to Social Services Adult Day Care. <br /> The substitute motion made by Commissioner Payne and seconded by <br />Commissioner Lentz to appropriate $6,555.00 from the money set aside in <br />the 1982-83 budget for the Senior Citizens Center to provide the local match <br />for Adult Day Care Funding failed with Commissioners Lentz and Payne voting <br />for and Commissioners Cook and Nash and Chairman Bonds voting against. <br /> Chairman Bonds left the meeting at 7:25 P.M. and Vice-Chairman Nash <br />presided over the remainder of the meeting. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the following fire departments' roster of men were <br />approved for certification for the North Carolina Firemen's Pension Fund. <br /> <br />FLOWES STO~RE VOLUNTEER FIRE DEPARTMENT <br /> <br />Jim Adcock <br />Jim Aldridge <br />Charles Black <br />Richard Crutchfield <br />Kenneth Hatley <br />Frank Herrin <br />Lloyd Kindeley <br />Dwight Kiser <br />Manuel Kiser <br />David Kissiah <br /> <br />Ricky Kyle <br />Hal Little <br />Gerald Lock <br />George Lowder <br />Thomas Lowder <br />Edd Ritch <br />James Robinson <br />Ed Roy <br />Orin Stacy <br />Jerry VonCannon <br /> <br /> <br />
