<br /> Section 3. From the canvass so made, this Board hereby determines
<br />and certifies as follows:
<br />(a) That 37,071 voters were registered and qualified to vote.
<br />(b) That at said referendum 3744 votes were cast for the order
<br />adopted on March 1, 1982, authorizing not exceeding $17,300,000 Sanitary
<br />Sewer Bonds of the County of Cabarrus, North Carolina for the purpose of pro-
<br />viding funds, with any other available funds, for constructing a portion of
<br />a sanitary sewer system for said County, including the construction of a
<br />sewage treatment plant, the construction and installation of sewage inter-
<br />ceptor mains, sewage outfall mains, sewage force mains, a sewage pumping
<br />station and appurtenant facilities to transport sewage to said sewage
<br />treatment plant and a sewage treatment plant owned by the City of Concord,
<br />North Carolina for treatment and the acquisition of any necessary land,
<br />rights of way and equipment, and authorizing the levy of taxes in an amount
<br />sufficient to pay the principal of and the interest on said bonds, and
<br />6904 votes were cast against said order, and that a majority of the qualified
<br />voters of said County who voted thereon'at said referendum voted against
<br />said order.
<br /> (c) That at said referendum 3667 votes were cast for the order adopted
<br />on March 1, 1982, authorizing not exceeding $7,700,000 Water Bonds of the
<br />County of Cabarrus, North Carolina, for the purpose of providing funds,
<br />with any other available funds, for constructing a portion of a water system
<br />for said County, including the construction and installation of water mains
<br />and lines, water storage tanks, water pumping stations and appurtenant
<br />facilities for the distribution of water to be provided by the City of
<br />Concord, North Carolina and Stanly County, North Carolina and the acquisition
<br />of necessary land, rights of way and equipment, and authorizing the levy of
<br />taxes in an amount sufficient to pay the principal of and the interest on
<br />said bonds, and 6719 votes were cast against said order, and that a
<br />majority of the qualified voters of said County who voted thereon at said
<br />referendum voted against said order.
<br /> Section 4. The Supervisor of Elections of the Board of Elections of
<br />Cabarrus County is hereby directed to transmit immediately a certified
<br />copy of this resolution to the Board of Commissioners for the County of
<br />Cabarrus.
<br /> UpOn motion of H. S. Williams, Jr., seconded by J. L. Fink, Sr., the
<br />foregoing resolution was passed by the following vote:

<br /> I, Ruby F. Little, Supervisor of Elections of the County Board of
<br />Elections of Cabarrus County, North Carolina, DO HEREBY CERTIFY that the
<br />foregoing has been carefully copied from the recorded proceedings of said
<br />Board at a meeting held on July 29, 1982 at the County Courthouse in
<br />Concord, North Carolina, said record having been made in Minute BooK No. 3
<br />of the minutes of Said Board, beginning at page 394 and ending at page 404,
<br />and is a true copy of so much of said proceedings as relates to the canvass
<br />of the returns of the special bond referendum held in the County of Cabarrus
<br />on July 27, 1982.
<br /> I DO HEREBY FURTHER CERTIFY that the Chairman of said Board duly
<br />notified or caused to be notified each member of said Board of said meeting and
<br />that, at least forty-eight hours before said meeting, notice of said meeting,
<br />signed by the Chairman of said Board and stating that a special meeting
<br />of said Board would be held at 11 o'clock A.M. on July 29, 1982, at the
<br />County Courthouse in Concord, North Carolina, concerning the canvass of the
<br />returns of the special bond referendum held on July 27, 1982 in the County
<br />of Cabarrus upon the questions of approving an order authorizing $17,300,000
<br />Sanitary Sewer Bonds and an order authorizing $7,700,000 Water Bonds of said
<br />County, was posted on the principal bulletin board of said Board and mailed
<br />or delivered to each newspaper, wire service, radio station, television
<br />station and person that had filed with me a written request for notice
<br />pursuant to G.S. 143-318.12.
