179 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in called <br />session at 7:00 P.M. on Wednesday, September 29, 1982, at the County <br />Courthouse in Concord, North Carolina, to consider the request from the <br />Harrisburg Town Council for funding of interceptor sewer line. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The Board reviewed the request from the Harrisburg Town Council for <br />the County to commit funds to construct the interceptor sewer line from <br />the Rocky River Regional Wastewater Treatment Plant to the town limits of <br />Harrisburg. It was noted that September 30 was the deadline for the <br />County to submit an application to the State of North Carolina for hardship <br />grant funding to help finance the construction of this sewer line. <br /> Engineers from Henningson, Durham & Richardson presented information <br />relating to the size of the sewer lines and approximate cost for construction <br />of the interceptor line from the wastewater treatment plant to Harrisburg. <br />Mr. Paul Watson of Henningson, Durham & Richardson reviewed the proposed <br />project as had been designed by Peirson & Whitman, Inc., under an <br />Environmental Protection Agency (EPA) grant which had been received by <br />the Board of Light and Water Commissioners of the City of Concord. He <br />reported that this proposed project would consist of a 12-inch interceptor <br />line from Harrisburg to Rocky River, a pump station at Rocky River Road, <br />a 6-inch force main, and a 15-inch interceptor line from Rocky River to <br />the plant. Cost for this project was estimated at $1,491,000.00. <br /> Mayor Martha Melvin of Harrisburg was present to repeat her request <br />that the County make a commitment to apply for hardship funding and to <br />provide matching funds fsr the construction of the interceptor sewer line <br />from the Rocky River Regional Waste~ater Treatment Plant to the town limits <br />of Harrisburg. She expressed concern that the new design by Peirson & <br />Whitman, Inc., now included a pump station which had not previously been <br />included in the cost estimate of $1.4 million. Mayor Melvin stated that <br />original plans had called for a gravity sewer line from Harrisburg to the <br />wastewater treatment plant. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Cook with <br />Commissioners Payne, Cook, and Nash voting for and Chairman Bonds and <br />Commissioner Lentz voting against, the Board adopted the following resolution. <br /> <br />BE IT RESOLVED at a special meeting of the Board of County <br />Commissioners on September 29, 1982, that the Board of Commissioners <br />for the County of Cabarrus hereby endorses the interceptor sewer <br />line running from the Town of Harrisburg to the Rocky River <br />Regional Wastewater Treatment facility and agrees to participate in <br />the funding of the construction of said line; and fhe Board does <br />hereby agree that it will appropriate the sum of Three Hundred <br />Thousand Dollars ($300,000.00) for the construction of said line <br />in the 1983-1984 Budget. <br /> <br /> The substitute motion made by Commissioner Cook and seconded by <br />Chairman Bonds to set aside one-half of all new tax base of industrial <br />growth for water and sewer in Cabarrus County beginning in 1983 failed with <br />Commissioner Cook and Chairman Bonds voting for and Commissioners Payne, <br />Lentz, and Nash voting against. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following resolution. <br /> <br />WHEREAS, <br /> <br />The North Carolina Clean Water Bond Act of 1971 has authorized <br />the making of grants to aid eligible units of government in <br />financing the cost of construction of wastewater treatment works, <br />wastewater collection systems, and water supply systems, and <br /> <br />WHEREAS, <br /> <br />Cabarrus County has need for and intends to construct a waste- <br />water collection system project described as Back Creek and <br />Lower Rocky River Interceptor, force main and pump station, and <br /> <br />WHEREAS, Cabarrus County intends to request State grant assistance for <br /> the project <br /> <br /> <br />
