184 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />October 18, 1982, at 7:00 P.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and <br />unanimously carried, the minutes of October 4, 1982, were approved as <br />written. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and <br />unanimously carried, the Board deferred action on the Courthouse construction <br />architectural proposals until after the general election. <br /> Mr. Ron Hairr, Project Engineer with the Planning and Research Branch <br />of the North Carolina Department of Transportation, presented the proposed <br />project by the Department of Transportation to improve and widen Centergrove <br />Road to a four lane curb and gutter facility from 400 feet west of US 29-601 <br />to just east of US 29A an approximate length of 1.4 miles. He reviewed <br />the alternates for upgrading the roadway through the Centerview area. As <br />explained by Mr. Hairr, Alternate 1 would involve the widening of the <br />existing roadway through the Centerview area and Alternate 2 would involve <br />a short (0.4 mile) relocation of Centergrove Road through the area. <br /> Mr. Tom Dayvault, Executive Vice President of the Kannapolis Chamber <br />of Commerce, and Mr. Frank McCray, member of the State Board of Transportation, <br />spoke in favor of Alternate 2 as the best means for upgrading Centergrove <br />Road. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br />unanimously carried, the Board adopted the following resolution and <br />directed that it be forwarded to the proper officials with the North <br />Carolina Department of Transportation. <br /> <br /> Whereas, representatives of the North Carolina Department of <br />Transportation and the Kannapolis Chamber of Commerce have presented <br />to the Board of Commissioners the two alternates for the improvements <br />and extensions of N. C. Highway 136 westerly from Highway 29 (Project 6.661001) <br />at a public meeting of the Board; <br /> <br /> And whereas, the recommendation of both the Department of Trans- <br />portation and the Kannapolis Chamber of Commerce is that Alternate 2 <br />be approved; <br /> <br /> And whereas, the Board feels that Alternate 2 is in the best interest <br />of the citizens of Cabarrus County and would provide the shortest and <br />least hazardous route for the extension of N. C. Highway 136; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners <br />finds that, in its opinion, Alternate 2 for the extension of N. C. <br />Highway 136 is in the best interest of the citizens of Cabarrus County <br />and hereby requests the North Carolina Department of Transportation to <br />adopt Alternate 2 for the extension of N. C.
