226 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Tuesday, <br />January 4, 1983, at 9:30 A.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Harold Helms of Gordon Heights <br />Baptist Church. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the minutes of December 20, 1982, were approved as <br />written. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the Board approved the following appointments <br />to the Nursing Home Community Advisory Committee. <br /> <br />NURSING HOME NOMINEES <br /> <br />Miss Naomi Tillman <br />Mrs. Donna Udovich <br /> <br />Term Expiring 12/31/85 <br />Term Expiring 12/31/85 <br /> <br />COMMISSIONERS' APPOINTEES <br /> <br />Mrs. Marilyn Carroll <br />Mrs. Wilma Lindsay <br />Ms. Ainslee Alexander <br />Mr. Leo Shull <br /> <br />Term Expiring 12/31/85 <br />Term Expiring 12/31/85 <br />Term Expiring 12/31/83 <br />Term Expiring 12/31/83 <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Payne <br />and unanimously carried, the Board adopted the following resolution. <br /> <br />WHEREAS, the Job Training Partnership Act of 1982 allows local governments <br />to form a consortium and seek designation as a Service Delivery Area. <br /> <br />AND WHEREAS such a consortium arrangement requires: <br /> <br />A formal declaration of membership by resolution of the <br />interested local governments; <br /> <br />2. Agreement on an organizational structure; and <br /> <br />The identification of a Chief Elected Official empowered to act <br />on behalf of the membership. <br /> <br />Now therefore be it resolved, that Cabarrus County join with other <br />interested counties in a consortium seeking designation by the Governor <br />as a Service Delivery Area through FY'85, working through the Centralina <br />Council of Governments as the organizational entity for the consortium, <br />and naming the COG Chairman as acting Chief Elected Official for the <br />purposes of pursuing such designation. <br /> <br />Be it further understood that, upon designation of the Centralina <br />Service Delivery Area, each participating County will have the opportunity <br />to decide the nature and extent that it wishes to be involved in the <br />administration of the program. <br /> <br /> As requested by the Board of Commissioners on December 20, 1982, <br />Sheriff Robert M. Canaday was present to discuss Courthouse parking. He <br />reported that he had observed ample parking for the public during the past <br />two weeks since the Courthouse employees had been notified to park in the <br />lot across the street. Sheriff Canaday recommended that employees continue <br />to park across the street and that more informative signs be erected to <br />restrict the area behind the Old Courthouse for public parking and to direct <br />the public to this area. <br /> Chairman Nash stated that this was the day and hour for a public <br />hearing on the naming of an unnamed road to Shimpock Road and asked if <br />anyone were present who wished to speak for or against the naming of this <br />road. No residents of the road were present to speak regarding the <br />naming of Shimpock Road. <br /> <br /> <br />
