229 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at 7:00 P.M. <br />on Thursday, January 6, 1983, at the County Courthouse in Concord, North <br />Carolina, for a public hearing regarding proposed Zoning Atlas and Text <br />amendments. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Mr. Jack Rankin, Chairman of the Cabarrus County Planning Board, and <br />Mr. Jim Owens, Interim Planning Director, reviewed the proposed amendments <br />under consideration by the Board of Commissioners. <br /> <br />ZONING'ATLAS AMENDMENTS <br /> <br />(1) <br /> <br />R. H. Auman wishes to rezone one acre of land from C-4 to A-I. <br />Petition 82-20, Township 2, Map/Pin 5509(14)-23-5111 and -23-5200. <br />Located off of Bogle Drive. <br /> <br /> Ms. Betty Graves, neighbor of the Auman family speaking on behalf of <br />Mr. R. H. Auman, requested approval of the proposed zoning change. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Lentz <br />and unanimously carried, the Board moved to allow the zoning change as <br />requested. <br /> <br />ZONING TEXT AMENDMENTS <br /> <br />(i) <br /> <br />Page 67, Section 5.6-9 Zoning Ordinance <br />H. Churches are allowed to have one on site sign only. This sign <br /> shall not exceed a maximum of forty (40) square feet in size, <br /> and may be illuminated. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Chairman Nash and <br />unanimously carried, the Board adopted the following zoning text amendment. <br /> <br />Page 67, Section 5.6-9 Zoning Ordinance. <br />H. Churches are allowed to have one on-site sign only, which shall <br /> not exceed a maximum of fifty (50) square feet in size. and may <br /> be illuminated. <br /> <br />(2) <br /> <br />Page 73, Section 5.12 Churches <br />Churches are required to provide setbacks in residential districts; <br />the minimum shall be as follows with the following EXCEPTIONS: <br /> <br />Front setback <br />Side setback ........... <br />Rear setback ............. <br /> <br />45 feet <br />50 feet <br />50 feet <br /> <br />EXCEPTION: <br /> <br />Existing churches may expand the existing structure <br />and be allowed to have a minimum rear and side setback <br />of twenty (20) feet. <br /> <br /> Mr. Jim Benton, architect with the firm commissioned for the addition <br />to Unity Church, spoke in support of the zoning text amendment. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the zoning text amendment as recommended <br />by the Cabarrus County Planning Board. <br /> Mr. Manual Kiser stated objection to the fact that the zoning atlas <br />and text amendments were not brought up for consideration by the Board of <br />Commissioners at its regular meeting on January 4, 1983, and that a separate <br />meeting was held by the Board for these zoning changes. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the me~ting was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
