241 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />February 21, 1983, at 7:00 P.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend W. C. Bankhead of Rock Hill AME <br />Zion Church. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Milloway <br />and unanimously carried,~ the minutes of February 7, 1983, were approved as <br />written. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Lentz <br />and unanimously carried, the Board postponed action on the Courthouse <br />construction architectural proposals until the beginning of the next fiscal <br />year in July, 1983. <br /> Chairman Nash deferred discussion of the resolution honoring <br />Mr. J. Lewis Patterson until a later date. <br /> Dr. Doug Kelling, President of Historic Cabarrus, Inc., reported <br />that the first phase of the restoration of the Old Courthouse which included <br />.repair to the roof and steeple had been completed. He stated Historic Cabarrus, <br /> Inc., was now ready to begin the restoration and renovation of the second and <br /> third floors of the Old Courthouse. Dr. Kelling estimated a renovation <br /> cost of approximately $325,000.00 with $225,000.00 designated for upgrading <br /> the heating and air conditioning, electrical, and plumbing systems and install- <br /> ing a sprinkler system and elevator and $100,000.00 needed to renovate the <br /> second floor auditorium into a theater. According to Dr. Kelling, the <br />Old Courthouse Theater had pledged the $100,000.00 necessary for the theater. <br />He requested the County's participation in assisting Historic Cabarrus, Inc., <br />to fund the $225,000.00 necessary for the second phase of the restoration <br />work. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Milloway <br />with~ Commissioners Barnhardt and Milloway and Chairman Nash voting for and <br />Commissioners Lentz and Payne voting against, the Board agreed to turn <br />over four consecutive quarterly payments of the cable television franchise <br />fees from Vision Cable of Metrolina to Historic Cabarrus, Inc., beginning <br />July 1, 1983, to be used for the restoration of the Old Courthouse. <br /> The substitute motion by Commissioner Lentz and seconded by Commissioner <br /> Payne to postpone a decision on the request to participate in the funding <br /> of the restoration of the Old Courthouse until July 1, 1983, failed with <br /> Commissioners Lentz and Payne voting for and Commissioners Barnhardt and <br /> Milloway and Chairman Nash voting against. <br /> Chairman Nash stated that this was the day and hour scheduled for a <br /> public hearing to determine if the County would participate financially in <br /> the paving improvements for Wandering Lane, Riding Trail Lane, and Wynnbrook <br /> Way and asked if anyone were present who wished to speak for or against <br /> these road improvements. <br /> Mrs. Beverly Kachmarik of 8306 Wandering Lane spoke in favor of the <br /> paving of Wandering Lane. Mr. Larry Cauble, resident of Wynnbrook Way, <br /> supported the paving of Wynnbrook Way. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br /> unanimously carried, the Board adopted the following resolutions. <br /> <br /> PRELIMINARY RESOLUTION GIVING NOTICE OF INTENTION <br /> TO ASSIST IN THE FINANCING <br />OF IMPROVEMENTS TO RURAL SUBDIVISION AND RESIDENTIAL STREETS <br /> <br />SUBJECT ROAD: <br /> <br />#1233 Wandering Lane <br /> <br /> WHEREAS, a preliminary determination has been made that the street <br />or streets, road or roads, or rights of way, set out above are without <br />paving, and that public interest require that asphalt paving be made <br />available on the street or streets, road or roads, or rights of way, <br />within the limits set out, and that abutting property will be benefitted <br />to the extent of the part of the cost thereof to be assessed against such <br />abutting property; and <br /> <br /> <br />
