251 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />March 7, 1983, at 9:30 A.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend James Hockensmith of the Kannapolis <br />Church of God. <br /> Chairman Nash welcomed students from Central Cabarrus and Mt. Pleasant <br />High Schools to the meeting. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of February 21, 1983, were approved as <br />written. <br /> Representatives from The Greater Concord Chamber of Commerce- <br />Merchants Association, Inc., presenting the 1983 Program of Work for the <br />Chamber of Commerce included Mr. Thomas W. Ramseur, President; Mr. F. Donald <br />Graham, Vice-President of the Economic Development Council; Mr. Terry G. <br />Adair, Vice-President of the Community Development Council; Mr. Philip H. <br />Smith, Sr., Executive Vice-President, on behalf of Mr. John A. Howard, Jr., <br />Vice-President of the Public Affairs Council; and Mr. Gabe Stewart, <br />President-Elect. During the presentation, the Chamber of Commerce officials <br />stressed the need for the formation of long range plans for the county and <br />offered the Chamber's assistance in planning and implementing programs for <br />the future of Cabarrus County. Goals as outlined in the Chamber's Program <br />of Work presentation included the continued promotion of economic growth <br />of the area, the development of water and sewer for the county, the promotion <br />of tourism, the development of a Rowan Technical College satellite campus in <br />Cabarrus County, the formation of a Congressional Action Committee, and the <br />development of a policy for the consolidation of such City/County services <br />as recreation, water and sewer, and the schools. <br /> Chairman Nash thanked the representatives from the Concord Chamber <br /> of Commerce for their report and agreed it was important that more emphasis <br /> be placed on long range planning for Cabarrus County. During review of <br /> the Chamber's Program of Work, Commissioner Barnhardt expressed concern <br /> that a lack of communication between City and County Government was hindering <br /> the formation of plans for the future. Commissioner Milloway requested <br /> assistance from the Chamber of Commerce in forming a Water and Sewer <br /> Authority, and Commissioner Payne recommended that the Chamber pursue the <br /> formation of joint committees between the Kannapolis Chamber of Commerce <br /> and the Concord Chamber of Commerce. <br /> Chairman Nash stated that this was the day and hour scheduled for a <br /> public hearing to determine finally whether the assistance in financing <br /> the improvements for Riding Trail Lane, Wynnbrook Way, and Wandering Lane <br /> would be made and asked if anyone were present wishing to speak for or <br /> against these road improvements under the participative paving program. <br /> Mr. Ray Cleveland, resident of Riding Trail Lane, strongly objected to <br /> the paving of Riding Trail Lane under the Participative Paving Program and <br /> the assessment on his property for his share of the paving costs. <br /> Residents of Riding Trail Lane and Wynnbrook Way speaking in favor <br /> of the paving of these streets included Mrs. Betty Ayers, Mr. Larry Cauble, <br /> and Ms. Al±ce Leonard. Mrs. Beverly Kachmarik, resident of Wandering Lane <br /> spoke in support of the paving of Wandering Lane. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz <br /> and unanimously carried, the Board. adopted the following resolution. <br /> <br /> RESOLUTION AUTHORIZING ASSISTANCE <br /> IN THE FINANCING OF IMPROVEMENTS TO <br />RURAL SUBDIVISION AND RESIDENTIAL STREETS <br /> <br /> WHEREAS, The Board of County Commissioners on February 21, 1983, <br />adopted a preliminary resolution giving notice of intention to assist <br />in the financing of improvements to rural subdivision and residential <br />streets; and <br /> <br /> WHEREAS, due notice has been given that on the.7th day of March, <br />at 10:00 A.M. in the Commissioners' Room in the Cabarrus County Courthouse, <br />held on whether the assistance in financing the road improvements herein- <br />after described shall be made and that all objections to the legality of <br /> <br /> <br />
