260 Mr. W. Whitaker Moose, member of the Mt. Pleasant Town Council, stated the Town of Mt. Pleasant was in support of including the levy of the watershed tax in the 1983-84 County budget to provide funding for the watershed projects and the building of impoundment areas. UPON MOTION of Commissioner Lentz, seconded by Commissioner Barnhardt and unanimously carried, the Board appropriated $5,000.00 from the Contingency Fund to the Watershed Commission to continue the stream improvement project. Consideration of the establishment of a watershed tax will be made by the Board during upcoming 1983-84 budget sessions. Mr. Bobby J. Deaton, Sr., was not present for his scheduled appearance before the Board and the item was deleted from the agenda. Dr. John C. Harroff reviewed the request by local veterinarians that the vaccination fee at the annual rabies clinics be increased from $4.00 to $5.00 to offset the increase in cost to the veterinarians. He stated the veterinarians were specifically requesting the rate increase for the three-year vaccines and would be willing to maintain the $4.00 fee for the yearly vaccines such as those for cats and puppies. UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and unanimously carried, the Board set the vaccination fee at the annual rabies clinics at $5.00 with the veterinarians to charge $4.00 for the yearly vaccines if they wish to do so. UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and unanimously carried, the Board set a public hearing for 10:00 A.M. on Tuesday, April 5, 1983, and for 7:30 P.M. on Monday, April 18, 1983, regarding the submission of a Community Development Block Grant application to the North Carolina Department of Natural Resources and Community Development. The Board instructed the Planning Department to proceed with the development of the grant application for the Sidestown/Shankletown and Silverhill areas under the Community Revitalization Program. UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and unanimously carried, the Board approved the following fee schedule for mobile home park plats as recommended by the Cabarrus County Planning Board. $40.00 for plats with 20 or less lots $40.00 plus $1.00 for each lot for plats with more than 20 lots B. S. Brown, Jr., representing the Royal Oaks Sanitary District, presented the following resolution which was read: RESOLUTION RELATING TO THE ANNEXATION OF TERRITORY TO ROYAL OAKS SANITARY DISTRICT BE IT RESOLVED BY THE BOARD OF COMMISSIONERS FOR THE COUNTY OF CABARRUS: Section 1. That the Board of Commissioners for the County of Cabarrus has determined and does hereby find and declare: (a) That on March 21, 1983 a resolution was received from the Sanitary District Board of the Royal Oaks Sanitary District relating to the annexation of territory to the Royal Oaks Sanitary District. (b) That the territory described in the petition consists of the property of Hallmark Homes, Inc. (c) That the petition was signed by all property owners within the area requested to be annexed. (d) That said petition requests that all necessary action required by Article 12 of Chapter 130 of the General Statutes of North Carolina for the extension of the boundaries of the Royal Oaks Sanitary District betaken so as to annex ~.he territory described in the petition unto the Royal Oaks Sanitary District. (e) That it is for the best interest of the Royal Oaks Sanitary District and the territory requested to be annexed unto the Royal Oaks Sanitary District that said territory be included within the boundaries of the Royal Oaks Sanitary District and receive the services of the said District. Section 2. That the Board of Commissioners for the County of Cabarrus does hereby approve the annexation of the territory described in the petition unto the Royal Oaks Sanitary District and does hereby recommend to the North Carolina Commission for Health Services that it approve the annexation of the territory unto the Royal Oaks Sanitary District.
