260 <br /> <br /> Mr. W. Whitaker Moose, member of the Mt. Pleasant Town Council, stated <br />the Town of Mt. Pleasant was in support of including the levy of the <br />watershed tax in the 1983-84 County budget to provide funding for the <br />watershed projects and the building of impoundment areas. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board appropriated $5,000.00 from the <br />Contingency Fund to the Watershed Commission to continue the stream <br />improvement project. <br /> Consideration of the establishment of a watershed tax will be made by <br />the Board during upcoming 1983-84 budget sessions. <br /> Mr. Bobby J. Deaton, Sr., was not present for his scheduled appearance <br />before the Board and the item was deleted from the agenda. <br /> Dr. John C. Harroff reviewed the request by local veterinarians that <br />the vaccination fee at the annual rabies clinics be increased from $4.00 <br />to $5.00 to offset the increase in cost to the veterinarians. He stated <br />the veterinarians were specifically requesting the rate increase for the <br />three-year vaccines and would be willing to maintain the $4.00 fee for <br />the yearly vaccines such as those for cats and puppies. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board set the vaccination fee at the annual <br />rabies clinics at $5.00 with the veterinarians to charge $4.00 for the <br />yearly vaccines if they wish to do so. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne <br />and unanimously carried, the Board set a public hearing for 10:00 A.M. <br />on Tuesday, April 5, 1983, and for 7:30 P.M. on Monday, April 18, 1983, <br />regarding the submission of a Community Development Block Grant application <br />to the North Carolina Department of Natural Resources and Community <br />Development. The Board instructed the Planning Department to proceed with <br />the development of the grant application for the Sidestown/Shankletown and <br />Silverhill areas under the Community Revitalization Program. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br /> unanimously carried, the Board approved the following fee schedule for <br /> mobile home park plats as recommended by the Cabarrus County Planning <br /> Board. <br /> <br />$40.00 for plats with 20 or less lots <br />$40.00 plus $1.00 for each lot for plats with more than 20 lots <br /> <br /> B. S. Brown, Jr., representing the Royal Oaks Sanitary District, <br />presented the following resolution which was read: <br /> <br />RESOLUTION RELATING TO THE ANNEXATION OF <br />TERRITORY TO ROYAL OAKS SANITARY DISTRICT <br /> <br />BE IT RESOLVED BY THE BOARD OF COMMISSIONERS FOR THE COUNTY OF CABARRUS: <br /> <br /> Section 1. That the Board of Commissioners for the County of Cabarrus <br />has determined and does hereby find and declare: <br /> <br /> (a) That on March 21, 1983 a resolution was received from the Sanitary <br />District Board of the Royal Oaks Sanitary District relating to the annexation <br />of territory to the Royal Oaks Sanitary District. <br /> (b) That the territory described in the petition consists of the <br />property of Hallmark Homes, Inc. <br /> (c) That the petition was signed by all property owners within the <br />area requested to be annexed. <br /> (d) That said petition requests that all necessary action required by <br />Article 12 of Chapter 130 of the General Statutes of North Carolina for the <br />extension of the boundaries of the Royal Oaks Sanitary District betaken so <br />as to annex ~.he territory described in the petition unto the Royal Oaks <br />Sanitary District. <br /> (e) That it is for the best interest of the Royal Oaks Sanitary District <br />and the territory requested to be annexed unto the Royal Oaks Sanitary <br />District that said territory be included within the boundaries of the Royal <br />Oaks Sanitary District and receive the services of the said District. <br /> <br /> Section 2. That the Board of Commissioners for the County of Cabarrus <br />does hereby approve the annexation of the territory described in the petition <br />unto the Royal Oaks Sanitary District and does hereby recommend to the North <br />Carolina Commission for Health Services that it approve the annexation of <br />the territory unto the Royal Oaks Sanitary District. <br /> <br /> <br />
