266 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Tuesday, <br />April 5, 1983, at 9:30 A.M. <br /> Present- Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend }~ry Boyd Click, Associate Pastor <br />of the First Presbyterian Church in Concord. <br /> The Board excused Commissioners Milloway and Barnhardt from the meeting <br />to attend the groundbreaking ceremony for the Senior Citizens Center in <br />Kannapolis. <br />UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the minutes of March 21, 1983, were approved as written. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the addition of Extension of SR 1752, <br />Rosewood Avenue, to the state road system for maintenance. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board scheduled a public hearing for 10:00 A.M. on <br />Monday, May 2, 1983, for the road name change of Prison Camp Road to Dutch <br />Road. <br /> Mr. Ray L. Ratchford, General Manager of Piedmont Block Company, requested <br />relief from penalty for late payment of the County taxes for Johnson Concrete/ <br />Piedmont Block Company. He explained that the company had failed to receive <br />adequate notice by mail due to an incorrect address on the tax notice. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board denied the request of Mr. Ray L. Ratchford <br />for the relief from the penalty for late payment of taxes for Johnson Concrete/ <br />Piedmont Block Company. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board appointed Pat H. Marsh, Youthwork Counselor, <br />as the Equal Employment Opportunity (E.E.O.) Officer for the Cabarrus County <br />CETA Youthwork Program. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the structure of the proposed Transit <br />Feasibility Steering Committee as follows. <br /> <br />One member Cabarrus County Commissioners <br />One member Rowan County Commissioners <br />One member Concord Board of Aldermen <br />One member Landis Board of Aldermen <br />One member China-Grove Board of Aldermen <br />Mr. Sam Hawfield - Cannon Mills Representative <br />Mr. David Perry - Commuter Bus Operator <br />Mr. John Huffstetler - Kannapolis Chamber of Commerce <br /> Representative and owner <br /> Kannapolis Transit <br />Mrs. Kathy Pilkington - Human Service Transportation <br /> Provider <br />Mr. William White - Taxi Operator <br />Ms. Hallie Knotts - Citizen Representative <br />Ms. Joyce Baucom - Citizen Representative <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br /> unanimously carried, the Board appointed Chairman Harold Nash to serve <br /> as the Cabarrus County Commissioner representative on the Transit <br /> Feasibility Steering Committee. <br /> Chairman Nash called a public hearing at 10:00 A.M. to obtain citizen <br /> views concerning the needs of Cabarrus County in regards to the Housing <br /> and Community Development Act. <br /> Mr. Thomas B. Robinson, Planning Director, reviewed the grant application <br /> procedures for funding under the community revitalization category of the <br /> Community Development Program. He stated the purpose of the public hearing <br /> was to discuss concepts of which activities should be included in the <br /> application submitted by Cabarrus County. Mr. Robinson reported that the <br /> Planning Department had identified the most pressing needs of the Shankletown <br /> area as housing rehabilitation and street improvements and had determined <br />that the most pressing needs of the Silverhill Community included street <br /> and sewer improvements. <br /> <br /> <br />
