270 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse~in Concord, North Carolina, on Monday, <br />April 18, 1983, at 7:00 P.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> ~rcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Richard H. Trott of the Westminster <br />Reformed Presbyterian Church. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner <br />Milloway and unanimously carried, the minutes of April 5, 1983, were approved <br />as written. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board by resolution approved the addition of the <br />following roads to the state road system for maintenance. <br /> <br />Ansley Court <br />Ashford Drive <br />Springfield Drive <br />Scaleybark Trail <br />Crofton Avenue <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board appropriated $8,566.44 from the Contingency <br />Fund to the City of Concord as the balance due of the County's share of cost <br />for the C. A. Cannon Memorial Library for the 1981-82 budget year. <br /> The Board reviewed the recommendation from Mr. J. L. Greeson, Concord <br />City Manager, for the reappointment of Ms. Jane W. Faust as the extra- <br />territorial jurisdiction member of the Concord Planning and Zoning Commission. <br />It was noted during discussion that Ms. Faust was ineligible for reappointment <br />to the Commission in accordance with the Appointment Policy adopted by the <br />Board of Commissioners in June, 1982. <br /> UPON MOTION of Commissioner }~lloway, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board appointed ~s. Hilda Goodman as the <br />extraterritorial jurisdiction member of the Concord Planning and Zoning <br />Commission for a three-year term expiring June 30, 1986. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board granted permission to the Northwest <br />Cabarrus Booster Club to use an amplifier system for a concert by Sugarcreek <br />in the football stadium at the school at 8:00 P.M. on May 3, 1983. The <br />amplifier system will be used from approximately 6:45 P.M. until 9:45 P.M. <br />on that date. <br /> Chairman Nash stated that this was the day and hour scheduled for <br />the second public hearing on the development of a $750,000.00 Community <br />Development Block Grant Application for Cabarrus County and asked if <br />anyone were present who wished to speak regarding the submission of the <br />application. <br /> Mr. Thomas B. Robinson, Planning Director, presented the following <br />1983 Community Development project alternatives for Cabarrus County. <br /> <br />ALTERNATIVE 1 (Two Projects) <br /> Silverhill Sewer Project as planned <br /> -10,290 LF of 8" PVP pipe <br /> -170 laterals and plumbing connections <br /> (50/50 chance of funding with no matching <br /> funds provided) <br /> One of three Shankletown subareas -Housing Rehabilitation <br /> -Demolition of Dilapidated Dwellings <br /> -Relocation Assistance <br /> -15% private matching money <br /> (90% chance of funding) <br /> <br />$450,000.00 <br /> <br />$300,000.00. <br /> <br />$750,000.00 <br /> <br />ALTERNATIVE 2 (One Project) <br /> Enlarge Silverhill area to provide -Sewer to surrounding properties <br /> (50/50 chance of funding with no matching <br /> funds) <br /> Eliminate Shankletown Project <br /> <br />$750,000.00 <br /> <br /> <br />
