278 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at the <br />County Courthouse in Concord, North Carolina, on Thursday~ April .21, 1983, <br />at 7:00 P.M. with the Cabarrus Soil and Water ConservAtion District Supervisors <br />and the Watershed Improvement Commissioners. The purpose of the.meeting was <br />to receive a report regarding funding of the Coddle-Cold Water-Dutch Buffalo <br />Creeks Watershed Project. <br /> Present - Chairman: J. Pleasant <br />County ~nager <br />County Planning Director <br />County Attorney <br /> <br /> Mr. Doug Hawkins reported that all engineering data regarding the <br />Coddle-Cold Water-Dutch Buffalo Creeks Watershed project had been evaluated <br />and it had been determined that the flood prevention purpose of the <br />project was no longer economically feasible. According to Mr. Hawkins, <br />two of the three dams had been reclassified from an intermediate hazard <br />structure to a Class C or high hazard structue as there was a potential <br />for loss of .life downstream from the stuctures. He explained that <br />regulations governing Class C structures require that the dam be constructed <br />in such a way that the maximum probable storm or approximately 36 inches of <br />rain during a 24 hour period would not top the structure. Mr. Hawkins <br />stated that the reclassification of the dams increased the cost of the <br />project approximately $1.5 million and eliminated the justification for the <br />flood control purpose of the project. He explained that without the flood <br />prevention benefit the watershed project was ineligible for assistance <br />under Public Law 566. Mr. Hawkins proposed that the County pursue the <br />development on its own of single purpose municipal and industrial water <br />supply structures and seek funding through grant applications to the <br />Farmer's Home Administration. <br /> 'Chairman Nash requested written correspondence from the Ft. Worth <br />and Washington Offices of the Soil Conservation Service regarding the <br />the ineligibility of the Coddle-Cold Water-Dutch Buffalo Creeks Watershed <br />Project for funding under Public Law 566. Mr. Hawkins advised that such <br />correspondence would be forthcoming as well as a copy of all engineering <br />and technical data regarding the project. <br /> Mr. Mike Holt stated that Senator Jesse Helms is aware of the needs <br />of Cabarrus County and that his office would assist the County in any <br />way possible in developing a water source to meet the needs of the county. <br /> There being no further business to come before the Board, the meeting <br />was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
