282 <br /> <br /> The Board of CommisSioners for the County of Cabarrus met at 7:00 P.M. <br />Thursday, May 5, 1983, at the County Courthouse in Concord, North Carolina, <br />for a public hearing regarding proposed Zoning Atlas and Text amendments. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> ~rcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Chairman Nash was not present at the beginning of the meeting and <br />Vice-Chairman Barnhardt presided in his absence. <br /> Mr. Jack Rankin, Chairman of the Cabarrus County Planning Board, <br />presented each of the proposed amendments as recommended by the Cabarrus <br />County Planning Board. Mr. James Owens, Assistant Planning Director, <br />reviewed the'location of each of the areas proposed for rezoning and the <br />proposed zoning text amendment under consideration by the Board of <br />Commissioners. Planning Board recommends a R-30 zone. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board accepted the Planning Board's recommendation <br />to approve Petition 83-03 to rezone that property of the Highway 73 community <br />as listed above from I-2 to R-30 and to include Map/PIN 5611(11)-65-7582 in <br />the rezoning from I-2 from R-30. <br /> <br />Chairman Nash presided over the remainder of the meeting. <br /> <br />(2) <br /> <br />Shirley Taylor. Wishes to rezone from <br />C-3 to ARR. Planning Board passed rezoning request. <br /> <br /> Ms. Shirley Taylor spoke in favor of the rezoning request. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the Board affirmed the Planning Board's recommendation <br />and approved Petition 83-06 to rezone the property from C-3 to ARR. <br /> <br />(3) <br /> <br />Charles E. Jacobs. Petition 83-07. Intersection with Lane Street and <br />Brantley Road. Township 4. Map/PIN 5624(17)-11-6067, 11-6163. Wishes <br />to rezone from R-9 to C-2. Planning Board denied rezoning request. <br /> <br /> Mr. Fletcher Hartsell, attorney representing the petitioner, asked <br />that the Board postpone consideration of the petition until July in order <br />to allow time for the preparation of a site plan ~or'~the property. <br /> Mr. Carl Gaskey, resident of the community, spoke in opposition to <br />to the postponement of the matter. He stated it would be an imposition on <br />the citizens group who had attended the Planning Board meeting and were <br />also present for the public hearing to delay the matter. <br /> <br /> <br />
