304 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />June 6, 1983, at 9:30 A.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend L. McBride Sigmon of Royal Oaks <br />Presbyterian Church. <br /> UPON MOTION.of Commissioner Barnhardt, seconded by Commissioner Lentz <br />and unanimously carried, the minutes of May 16, May 17, May 23, May 24, <br />May 25, May 26, and June 1, 1983, were approved as written. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board adopted the following Resolution of <br />Appreciation which was presented to Mr. J. Lewis Patterson. <br /> <br /> RESOLUTION OF APPRECIATION <br /> J. LEWIS PATTERSON <br /> <br /> WHEREAS, J. Lewis Patterson is a life long resident of Cabarrus County, <br />North Carolina; and <br /> <br /> WHEREAS, Mr. Patterson is the owner of farmland in Cabarrus County and <br />has been a farmer all of his working life; and during all his career as a farmer <br />in Cabarrus County, he has Promoted good conservation of soil and water; and <br /> <br /> WHEREAS, since 1946 Mr. Patterson has had a number of conservation plans <br />on his farmland with the cooperation of the Cabarrus Soil and Water Conservation <br />District and its predecessors; and <br /> <br /> WHEREAS, the Cabarrus Soil and Water Conservation District was organized <br />in 1963, and in 1964 Mr. Patterson was elected as a Supervisor with said District <br />and has served continuously since that time as Supervisor and served as Vice- <br />Chairman of said District from 1964 until 1974 and as Chairman of said District <br />from 1974 until 1982; and <br /> <br /> WHEREAS, during these 18 years Mr. Patterson gave dedicated service to <br />the District and its programs and regularly attended the meetings of said District--- <br />and promoted and encouraged the conservation of our soil and water resources through <br />his participation in many programs; and <br /> <br /> WHEREAS, he has given his time and his facilities to the District in an <br />effort to inform the people about soil and water conservation; and <br /> <br /> WHEREAS, Mr. Patterson has encouraged land owners to utilize the services <br />of the District so they might improve their lands through conservation practices; <br />and <br /> <br /> WHEREAS, Mr. Patterson has been Chairman of the Coddle Creek Watershed <br />Landowners Committee and was instrumental in establishing the Coddle-Coldwater- <br />Dutch Buffalo Creeks Watershed Program and in the formation of the Cabarrus County <br />Watershed Improvement Commission in 1967; and <br /> <br /> WHEREAS, Mr. Patterson has retired as the Chairman and Supervisor of the <br />Cabarrus Soil and Water Conservation District and the Commissioners of Cabarrus <br />County wish to express to Mr. Patterson their appreciation for his service, to <br />recognize his leadership, and to express their confidence that he will continue <br />to work to preserve our natural resources. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of <br />Cabarrus County in its regular meeting on June 6, 1983: <br /> <br /> 1. That the Board of Commissioners of Cabarrus County expresses to .... <br />J. Lewis Patterson its gratitude for his long and faithful service as a Supervisor, <br />Chairman, and Vice-Chairman of the Cabarrus Soil and Water Conservation District <br />and for his service in the preservation of our natural resources; <br /> <br /> 2. That in the retirement of J. Lewis Patterson, the Cabarrus Soil and <br />Water Conservation District has lost a valuable member and leader; and <br /> <br /> <br />
