311 <br /> <br /> WHEREAS, residential growth and development have already outstripped <br />our ability to provide adequate water and sewer services; and <br /> <br /> WHEREAS, the soils in Cabarrus County will not support the present <br />and future requirements for septic tanks; the County Health Department <br />is rejecting over 60% of septic tank permit requests based on more <br />stringent state regulations; presently some families in the county can only <br />use their well water systems for non-drinking purposes, being forced to <br />purchase water for personal consumption needs and utilize expensive <br />filtering systems; and <br /> <br /> WHEREAS, the general health, growth and development of the community, <br />as well as the economic well-being of the community, is directly dependent <br />on a good and adequate supply of potable water and an adequate waste <br />disposal system; and <br /> <br /> WHEREAS, the Community Action Council of Cabarrus County, made up of <br />the 12 township committees, was organized to identify and delineate the <br />primary concerns of each township have determined that water and sewer <br />facilities are the primary needs in the majority of the townships. <br /> <br /> THEREFORE, BE IT RESOLVED, that the Community Action Council of <br />Cabarrus County gives its strongest endorsement to the county commissioners <br />to establish a capital outlay of funds, taking whatever steps are necessary, <br />including revenue bonds, grants, Farmers Home Administration loans, tax <br />levies, or other actions for the financing and installation of a water <br />supply, water supply mains, and sewer outfall lines to the major population <br />areas of the county; and be it further resolved that since these conditions <br />exist, we endorse the 1978 studies made by Peirson & Whitman, Inc., <br />consulting engineers, and updated by Henningson, Durham and Richardson <br />(HDR); we strongly urge the County Board of Commissioners to follow the <br />plans and steps provided in these studies to provide water and sewer <br />facilities for the present and future needs of Cabarrus County. <br /> <br />/s/ J. Finger, President of the Home Builders Association of <br />Cabarrus County, spoke in support of water and sewer for the County and <br />presented a resolution adopted by that organization "supporting the Community <br />Action Council of Cabarrus County in its goal of assuring that funding is <br />made available for water and sewer in Cabarrus County." <br /> Mr. Phil Widenhouse, member of the Economic Development Committee of <br />the Concord/Cabarrus Chamber of Commerce stated that water and sewer was <br />a high priority project for Cabarrus County and presented a binder containing <br />information regarding the work by the Chamber of Commerce in support of <br />the 1982 Water/Sewer Bond Referendum. <br /> Mr. Lloyd Quay, representative of residents of the Harrisburg community, <br />presented a letter to the Board asking that the commissioners proceed with <br />the implementation of a countywide water and sewer project and to approve <br />the necessary funding for the proposed sewer line to Harrisburg. <br /> Other persons speaking in support of water and sewer for the county <br />included Messrs. Tom Dayvault of Kannapolis and Robert McCoy of Midland. <br /> UPON MOTION of Chairman Nash, seconded by Commissioner Barnhardt and <br />unanimously carried, the Board endorsed the concept of the resolution as <br />presented by the Community Action Council of Cabarrus County. <br /> Mr. John R. Boger, Jr., County Attorney, stated that the public hearing <br />scheduled for 11:00 A.M. on that date regarding the application by Plastics <br />Manufacturing, Inc., for the issuance of industrial revenue bonds had been <br />cancelled due to a problem with the legal notice for the public hearing. <br /> UPON MOTION of Commissioner Lentz, seconded by Chairman Nash and <br />unanimously carried, the Board set a public hearing for 10:00 A.M. on <br />Tuesday, July 5, 1983, for the Plastics Manufacturing, Inc., project <br />application for the issuance of industrial revenue bonds as approved by the <br />Cabarrus County Industrial Facilities and Pollution Control Financing <br />Authority. <br /> <br /> <br />
