313 <br /> <br /> The Board of Commssioners for the County of Cabarrus met in adjourned <br />session at the County Courthouse in Concord, North Carolina, on Tuesday, <br />June 7, 1983, at 7:00 P.M. to continue review of the proposed 1983-84 <br />Cabarrus County Budget. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The Board unanimously agreed to consider the designation of a water <br />line route and to receive a report from Mr. Thomas B. Robinson, Planning <br />Director, regarding the housing and business count in potential water service <br />areas in the county. The Board declined to consider the appointment of the <br />Tax Supervisor and Tax Collector as'Commissioner Payne objected to consideration <br />of this matter during the budget review session. <br /> Mr. Ed Phillips, President of the Cabarrus County Fire Chief's Association, <br />spoke in support of the budgets as submitted by the volunteer fire departments <br />in the county. He reviewed the expense of operating a volunteer fire <br />department and requested that the needs of each fire department be considered <br />in approving the budget requests. <br /> UPON MOTION of Chairman Nash, seconded by Commissioner Barnhardt and <br />unanimously carried, the Board directed the Fire Marshal to deliver to each <br />of the fire departments on June 8, 1983, the current valuation data in order <br />that the Board of Directors of the departments may reconsider the requested <br />budget and, if they choose to do so, submit a revised budget to the <br />Board of Commissioners no later than Tuesday, June 14, 1983. <br /> Mr. Thomas B. Robinson, Planning Director, presented the following <br /> housing and business count in potential water service area of Cabarrus <br /> County as designated by the engineering firm of Henningson, Durham, & <br /> Richardson, Inc. <br /> <br />Weddington Road - Taymor <br />Farmington Area <br /> <br />209 Dwellings <br /> 2 Commercial <br /> <br />211 Total <br /> <br />Southwest Kannapolis Area <br />(South Main Street) <br /> <br />355 Dwellings <br /> 22 Commercial <br /> 3 Churches <br /> 1 Rescue Squad <br /> <br />381 Total <br /> <br />Poplar Tent/Rock Hill Church Area <br /> <br />227 Dwellings 2 Commercial <br /> 1 Church <br /> <br />230 Total <br /> <br />Midland Area (US 601 and US 24/27) <br /> <br />141 Dwellings <br /> 30 Commercial <br /> 2 Churches <br /> <br />173 Total <br /> <br /> During discussion of this matter, the Board also considered the <br />possibility of installing the water line along Highway 29. The Board <br />postponed a decision on the matter until June 8, 1983, to obtain additional <br />information from the engineering firm and the Farmer's Home Administration <br />regarding funding for a water line along Highway 29. <br /> The Board continued review of the proposed 1983-84 budget. Reductions <br />approved by the Board included the following. <br /> <br />Reduce Insurance and Bonds line item in Tax Collector's Office <br />to $550.00. <br /> <br />Reduce Travel Expense in the Tax Supervisor's Office to $7,000.00, <br />reduce Advertising Expense to $1,400.00, and delete $13,885.00 from <br />Equipment and Furniture Expense. <br /> <br />Delete the $800.00 additional amount to be paid to the Chairman of <br />the Board of Elections. Also, delete $3,000.00 from Election Expense <br />and Revenue Schedule for the Concord City Board of Education elections. <br /> <br /> <br />
