315 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in adjourned <br />session at the County Courthouse in Concord, North Carolina, on Wednesday, <br />June 8, 1983, at 7:00 P.M. to continue review of the proposed 1983-84 <br />Cabarrus County Budget. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The Board received a recommendation from Mr. Paul Watson, an engineer <br />with Henningson, Durham, & Richardson, Inc., regarding the location of a <br />water line into three proposed areas of Highway 29, Weddington Road, and <br />Kannapolis. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board voted to extend a sixteen inch (16") <br />water line from the terminus point of the City of Concord line at Philip <br />Morris to Bogle Drive on Highway 29. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Milloway <br />with Commissioners Milloway and Barnhardt and Chairman Nash voting for and <br />Commissioners Payne and Lentz voting against, the Board agreed to cut the <br />total Schools Current Expense budget by $88,000.00. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt <br />with Commissioners Milloway, Payne and Barnhardt voting for and Chairman <br />Nash and Commissioner Lentz voting against, the Board voted to deny the <br />$350.00 appropriation to the Council on the Status of Women. <br /> UPON MOTION of Commissioner Lentz, seconded by Chairman Nash and <br />unanimously carried, the Board set the maximum appropriation to Historic <br />Cabarrus, Inc., during 1983-84 at $50,000.00. <br /> The motion by Commissioner Milloway and seconded by Commissioner <br />Barnhardt to eliminate the $12,988.00 appropriation to Meals on Wheels <br />failed with Commissioners Barnhardt and Milloway voting for and Commissioners <br />Payne and Lentz and Chairman Nash voting against. <br /> Revisions to the proposed budget included the following. <br /> <br />Transfer $13,300.00 from the Mental Health Center budget to the <br />Cabarrus Workshop budget. <br /> <br />Reduce appropriation to Cabarrus Memorial Hospital to $220,000.00. <br /> <br />Reduce the Concord City Library appropriation to $145,109.00. <br /> <br />Reduce allocation for the new National Guard Armory to $29,250.00. <br /> <br />Include a $20,000.00 appropriation to the Kannapolis Charter Commission. <br /> <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />with Commissioners Barnhardt and Payne and Chairman Nash voting for and <br />Commissioners Lentz and Milloway voting against, the Board deleted the <br />four additional personnel positions recommended for the Sheriff's Department. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Milloway <br />and unanimously carried, the Board adjourned until 7:00 P.M. on Tuesday, <br />June 14, 1983. <br /> <br />VClerk to the Board <br /> <br /> <br />
