323 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in adjourned <br />session at the County Courthouse in Concord, North Carolina, on Wednesday, <br />June 22, 1983, at 7:00 P.M. to continue review of the proposed 1983-84 <br />Cabarrus County Budget. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> ~rcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Chairman Nash proposed a 53 cents tax rate and presented the following <br />recommendations for the Board's consideration. <br /> <br />1) Approve the employment of two additional deputies in the <br /> Sheriff's Department. <br /> <br />2) Reinstate $88,000.00 to the Schools Current Expense budget. <br /> <br />3) Reinstate $350.00 for the Council on the Status of Women. <br /> <br />4) Reinstate $23,313.00 for the Cannon Memorial Library. <br /> <br />5) Eliminate the $75,000.00 appropriation for a Senior Citizens <br /> Center. <br /> <br />6) Add $200,000.00 for renovation projects. <br /> <br />7) Reinstate $800.00 annual payment to the Chairman of the <br /> Board of Elections. <br /> <br />8) Reduce the appropriation for the Harrisburg sewer line by <br /> $660,000.00. <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne with <br />Commissioners Lentz and Payne and Chairman Nash voting for and Commissioners <br />Milloway and Barnhardt voting against, the Board agreed to reinstate the <br />$350.00 appropriation to the Council on the Status of Women. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz with <br />Commissioner Lentz and Payne and Chairman Nash voting for and Commissioners <br />Milloway and Barnhardt voting against, the Board agreed to reinstate the <br />$88,000.00 appropriation to the Schools Current Expense Budget. <br /> Mayor Martha Melvin of the Town of Harrisburg reported that the Town <br />Council of Harrisburg had met earlier that evening to accept a $475,000.00 <br />grant on behalf of Cabarrus County for the construction of the interceptor <br />sewer line from the town limits of Harrisburg to the Rocky River Regional <br />Wastewater Treatment Plant. She advised the Board that work must begin <br />on this line prior to January 1, 1984. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Barnhardt <br />with Commissioners Lentz, Barnhardt, and Payne and Chairman Nash voting for <br />and Commissioner Milloway voting against, the Board deleted the $75,000.00 <br />appropriation for the construction of a Senior Citizens Center. <br /> UPON MOTION of Chairman Nash, seconded by Commissioner Payne with <br />Commissioners Payne, Lentz, and Milloway and Chairman Nash voting for, the <br />Board revised the appropriation to the Sheriff's Department to include the <br />employment of two additional deputies. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />carried, the Board denied Chairman Nash's recommendation to reinstate the <br />$800.00 annual contribution to the Chairman of the Board of Elections. <br /> UPON MOTION of Commissioner ~lloway, seconded by Chairman Nash with <br />Commissioners Milloway, Lentz, and Payne and Chairman Nash voting for <br />and Commissioner Barnhardt voting against, the Board reinstated the $23,313.00 <br />appropriation to the Cannon Memorial Library for a total County contribution <br />of $168,422.00 for the fiscal year 1983-84. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz with <br />Commissioners Payne, Lentz, and Milloway voting for and Chairman Nash and <br />Commissioner Barnhardt voting against, the Board denied the recommendation <br />by Chairman Nash for Board directed salary adjustments to department heads. <br /> <br />** See page 340 - July 25, 1983 <br /> <br /> <br />
