<br />
<br /> The County Manager and Finance Director are hereby authorized to transfer
<br />appropriations within a fund as contained herein under the following conditions:
<br />
<br />He may transfer amounts between objects of expenditures within a department
<br />without limitation and without a report being requested.
<br />
<br />He may transfer amounts up to $4,000 between departments of the same fund
<br />with an official report of such transfers at the next regular meeting of
<br />the Board of Commissioners.
<br />
<br />He may not transfer any amounts between funds nor from any contingency
<br />appropriation within any fund without action of the Board of Commissioners.
<br />
<br /> The substitute motion by Commissioner Barnhardt and seconded by
<br />Commissioner Milloway to delay for one year the courthouse annex renovations,
<br />to cut $76,000.00 out of the Harrisburg sewer line appropriation, and to cut
<br />the tax rate to 50 cents failed with Commissioners Barnhardt and Milloway
<br />voting for and Chairman Nash and Commissioners Lentz and Payne voting
<br />against.
<br /> Chairman Nash asked Commissioner Lentz to investigate the sewer line
<br />to be installed by the Cabarrus County School system to Allen School in
<br />order to determine if that proposed line has any potential to the county
<br />other than just serving that particular school.
<br /> Chairman Nash again expressed concern regarding the condition of the
<br />retaining wall at the rear of the County parking lot on Church Street. He
<br />informed the Board that he had contacted Mr. Neal Smith, Director of
<br />Consumer Affairs with the North Carolina Division of Insurance, on June 24,
<br />1983, concerning the wall and hoped to receive information regarding possible
<br />agencies to contact to resolve this problem.
<br /> Mr. Jerry Abrams of Abrams-Schletzbaum reviewed the Space Utilization/
<br />Economic Feasibility Report for the Craig Building prepared by that firm
<br />in May, 1983.
<br /> Chairman Nash asked Commissioners Lentz and Barnhardt to serve as
<br />a Building Committee 'to work with architects and contractors regarding the
<br />possible renovation of the Craig Building.
<br /> UPON MOTION of Chairman Nash, seconded by Commissioner Payne with
<br />Commissioners Payne and Lentz and Chairman Nash voting for and Commissioners
<br />Barnhardt and Milloway voting against, the Board appointed Abrams-Schletzbaum
<br />as the architects for the Craig Building and asked that they, along with
<br />the appointed Building Committee, make a preliminary investigation of the
<br />building and present a report to the Board that contains a cost estimate for
<br />a new building and a cost estimate for the renovation of the present building.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and
<br />unanimously carried, the.meeting was adjourned.
