343 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse.in Concord, North Carolina, on Monday, <br />August 1, 1983, at 9:30 A.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W.. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Joseph Warner of the Midway United <br />Methodist Church. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Lentz <br />and unanimously carried, the minutes of July 25, 1983, were approved as <br />written. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz with <br />Commissioners Payne and Lentz and Chairman Nash voting for and Commissioners <br />Milloway and Barnhardt voting against, the Board authorized the architectural <br />firm of Abrams-Schletzbaum to proceed with plans for the renovation of the <br />Craig Building with a proposed draft to be submitted to the Building Committee. <br />The Board directed that the architects consult with the departments of Planning, <br />Zoning, and Building Inspection as well as the Environmental Health Section <br />of the Health Department to ascertain a general description of their needs <br />prior to preparing renovation plans. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Chairman Nash and <br />unanimously carried, the Board appointed Mr. Mike Harkey to the Watershed <br />Improvement Commission to complete the unexpired term created by the death <br />of Mr. Clyde William Cook. This term of appointment will expire February 15, <br />1987. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Lentz <br />and unanimously carried, the Board adopted the following Cabarrus County <br />Animal Control Ordinance to be effective September 1, 1983. The towns of <br /> Mt. Pleasant and Harrisburg are to be notified of this new Ordinance in order <br /> that they may request to be'covered under the Ordinance if they desire to do <br /> SO. <br /> <br />Sec. 1. <br /> <br /> CABARRUS COUNTY ANIMAL CONTROL ORDINANCE <br /> <br /> ARTICLE I <br /> <br />Establishment and composition of the Animal Advisory Committee. <br /> <br /> There is hereby created an Animal Advisory Committee to meet when <br />deemed necessary to work on animal and animal related problems and to <br />advise the Board of Cabarrus County Commissioners on these matters, when <br />necessary. <br /> <br /> The Advisory Committee is to be composed of seven (7) members (chief <br />dog warden, human society investigator, commissioner who is animal liaison, <br />health director, 2 veterinarians-rabies control officers) to be appointed <br />by the Board of County Commissioners, and a public spirited citizen. <br /> <br />The committee shall serve terms as established by the commissioners. <br /> <br />Sec. 2. Establishment and composition of the Animal Control Department; <br /> <br />appointment and compensation of department employees. <br /> <br /> There is hereby created an Animal Control Department of the county, <br />which shall be composed of such employees as shall be determined by the <br />Board of County Commissioners. Such employees shall be appointed and <br />compensated in accordance with the personnel policies of Cabarrus County. <br /> <br />Sec. 3. General duties of Animal Control Department. <br /> <br /> The Animal Control Department shall be charged with the responsibility <br />of: <br /> <br />(1) <br /> <br />Enforcing, in this county, all state and county laws, ordinances <br />and resolutions relating to the care, custody, and control of <br />animals. <br /> <br /> <br />
