353 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />August 15, 1983, at 7:00 P.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle ~lloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend George Hinson of the Fisher Street <br />Baptist Church in Concord, North Carolina. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Milloway <br />and unanimously carried, the minutes of August 1, 1983, were approved as <br />written. <br /> Mr. Robert Melton, General Manager of Vision Cable of Metrolina, reviewed <br />the company's policy concerning the extension of service to residents whose <br />homes are too far from existing lines to qualify. He reported that he <br />had surveyed the Flowes Store Road area as requested by the Board on July 25, <br />1983, and had determined that the area did not meet the density requirements <br />of forty-five (45) homes per mile of cable plant as specified in the Cable- <br />vision Franchise Ordinance. According to Mr. Melton, the area from the <br />Highway 601 and Flowes Store Road intersection represented 1.93 miles of <br />cable and fifty (50) households for a total of twenty-six (26) homes per <br />cable mile. <br /> Mr. George Tallent, Sr., resident of Flowes Store Road, asked that the <br />Board consider changes to the Cablevision Franchise Ordinance which would <br />permit the extension of cablevision service to the less densely populated <br />areas of Cabarrus County. Chairman Nash advised Mr. Tallent that the <br />Board would take his request under consideration. <br /> Chairman Nash stated that this was the day and hour scheduled for <br /> a public hearing regarding the naming of an unnamed road as Cavalier Court <br /> and asked if anyone were present who wished to speak for or against this <br /> road name. No one spoke regarding the naming of Cavalier Court. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br /> unanimously carried, the Board approved the naming of an unnamed road as <br /> Cavalier Court. <br /> Bids received on August 5, 1983, for the automated power file for the <br /> Cabarrus County Health Department were as follows. <br /> <br />LEGAL ADVERTISEMENT DATE: <br />July 25, 1983 <br /> <br /> VENDOR <br />Southern Business Systems <br />1701 Spring Garden Street <br />Greensboro, N.C. 27403 <br /> <br />CERT. CHECK <br /> <br />WITH TRADE <br /> <br />WITHOUT TRADE <br /> <br />X $10,336.52 $10,586.72 <br /> <br />Patterson Business Systems <br />417 East Boulevard <br />Suite 101 <br />Charlotte, N. C. 28203 <br /> <br />X $11,800.00 $12,800.00 <br /> <br /> Mr. William F. Pilkington, Health Director, recommended that the <br />Board accept the bid in the amount of $11,800.00 from Patterson Business <br />Systems with the trade-in of the old equipment. He stated that the low bid <br />from Southern Business Systems included plastic trays rather than metal <br />trays, did not have the specified safety switch, and did not provide for <br />service within fifty (50) miles. <br /> UPON MOTION of Commissioner Payne, seconded'by Commissioner Lentz and <br />unanimously carried, the Board awarded the bid for the purchase of the <br />automated power file tb Patterson Business Systems in the amount of $11,800.00 <br />with the trade-in of the old equipment. <br /> Mr. John R. Boger, Jr., County Attorney, reviewed the extraterritorial <br />jurisdictional boundaries of the City of Concord as defined by the City's <br />Zoning Ordinance. He stated that Ms. Hilda Goodman who was appointed by <br />the Board of Commissioners as the extraterritorial jurisdictional member <br />on the Concord Planning and Zoning Commission did not live within the <br />specified boundaries. The Board requested that Chairman Nash talk with <br />Mayor Bernie Edwards regarding this appointment. <br /> <br /> <br />
