384 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />September 19, 1983, at 7:00 P.M. <br /> Present - Chairmanl J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle ~illoway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend A1 Mimbs of the First Foursquare <br />Church of Concord. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the Board approved the minutes of September 1 and <br />September 6, 1983, as written. <br /> Chairman Nash reported that he had received notification from Mr. W. R. <br />Roberson, Jr., Secretary of the North Carolina Board of Transportation, <br />of the "Clean-Up Litter" campaign scheduled for the week of September 19-24, <br />1983. The Board indicated their.support and cooperation in this endeavor <br />to clean up the public roads. Commissioner Milloway requested that the <br />Department of Transportation be asked to include the cloverleaf from <br />Interstate 85 to Highway 29 in the "Clean-Up Litter" campaign. <br /> Chairman Nash announced that there would be a called meeting of the <br />Board of Commissioners on Wednesday, September 21, 1983, with the Town <br />Council of Mt. Pleasant at the Mt. Pleasant branch of Piedmont Bank for <br />consideration of water and sewer matters. The Board agreed to meet at the <br />County Courthouse at 5:30 P.M. to travel to Piedmont Bank in }~t. Pleasant <br />where they will meet with members of the Town Council at 6:00 P.M. to <br />tour the Town's reservoir site and filter plant. Following the tour, the <br />Board and Town Council will return to Piedmont Bank for dinner and further <br />discussion. <br /> Commissioner Milloway nominated Mr. Carl Moore, alternate on the Zoning <br />Board of Adjustment, to fill the vacancy on the Board of Adjustment created <br />by the resignation of Mr. F. A. Rankin, Jr. Commissioner Payne nominated <br />Mr. William McCrary, alternate member, to complete Mr. Rankin's term as <br />a regular member. Voting was as follows. <br /> <br />Voting for Mr. McCrary - Commissioners Payne and Lentz <br />Voting for Mr. Moore - Commissioners Milloway and Barnhardt and <br /> Chairman Nash <br /> <br /> The Board appointed Mr. Carl D. Moore as a regular member of the <br />Zoning Board of Adjustment for a term expiring February 1, 1985. <br /> Mr. J. William Hillhouse, Jr., President of the Kannapolis Chamber of <br />Commerce, spoke in support of the development of water and sewer facilities <br />in Cabarrus County and urgedthe Board to pursue the formation of a governing <br />authority for water and sewer services. <br /> Mr. Bill Bonny stated the need for the Board to consider the full scope <br />of water management, including health hazards and future supplies of water, <br />in establishing a water and sewer study commission. <br /> Mr. James Blair reiterated his request made on September 6, 1983, that <br />the Board establish a Water and Sewer Authority which would control water and <br />sewer services in Cabarrus County. <br /> The Board unanimously voted to approve the motion made by Commissioner <br />Milloway and seconded by Commissioner Payne on September 6, 1983 to adopt the <br />following resolution. <br /> <br />A RESOLUTION TO ESTABLISH <br />THE CABARRUS COUNTY WATER & SEWER STUDY COMMISSION <br /> <br />The Cabarrus County Water & Sewer Study Commission shall be established <br />for the purpose of developing plans with respect to water and sewer <br />resources and needs within Cabarrus County, and further, to recommend <br />means to implement these plans on behalf of the commissioners and the <br />people of Cabarrus County. The Study Commission shall report back <br />to the Board of Commissioners within 90 days. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board agreed that the Water and Sewer Study <br />Commission should be composed of eleven (11) members with each member of <br />the Board of Commissioners to nominate two (2) members and the Chairman of <br />the Board of Commissioners to nominate three (3) members to the Study Commission. <br /> <br /> <br />
