401 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session at 6:00 P.M. on Wednesday, September 21, 1983 with the Town Council <br />of Mt. Pleasant at the Mt. Pleasant branch of Piedmont Bank. The purpose <br />of the meeting was to discuss water and sewer. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Also present from Cabarrus County were Mr. Charles D. McGinnis, County <br />Manager; Mr. Thomas B. Robinson, Planning Director; Mr. James F. Owens, <br />Assistant Planning Director; and Mrs. Frankie F. Small, Clerk to the Board. <br /> Members of the Town Council of Mt. Pleasant present for the meeting <br />were as follows. <br /> <br />Ralph Austin, Mayor <br />A. L. Kluttz <br />W. Whitaker Moose <br />L. Scott Barringer <br />Gilbert Brigman <br />M. L. Polk <br /> <br /> The meeting was called to order in the Board Room of Piedmont Bank <br />for a report by Mayor Ralph Austin of the water problems that the Town of <br />Mt. Pleasant was currently experiencing and a brief description of the <br />Town's water facilities. The group then left the bank for a bus tour <br />of the proposed water impoundment site at Black Run Creek, the Town's <br />holding basin, and the Town's water processing plant. <br /> The meeting reconvened at Piedmont Bank at 8:35 P.M.~ Mr. Bill Bonny, <br />resident of the Mt. Pleasant area, was present for the remainder of the <br />meeting and participated in the discussion regarding a county-wide water <br />system. <br /> Mayor Ralph Austin briefly outlined past plans of the Soil Conservation <br />Service to construct a 125 acre lake costing $1.9 million as a part of an <br />eastern Cabarrus County watershed program. He explained that the Soil <br />Conservation Service had terminated planning assistance on the watershed <br />project because of a determination that flood prevention as a project <br />purpose was not economically feasible. Mayor Austin stated that the <br />preliminary engineering plans by the Soil Conservation Services had been <br />turned over to the Town of Mt. Pleasant for possible development of the <br />watershed as a municipal water supply facility. According to Mayor Austin, <br />the revised plans of the Town of Mt. Pleasant now call for an 80 acre lake <br />costing approximately $1 million. <br /> Mr. Thomas B. Robinson reviewed the seven (7) areas of the County which <br />have been designated to receive water lines as a part of an $11,060,000.00 <br />water distribution system planned for the county. During discussion of this <br />proposed system, members of the Board expressed the need for a water source <br />to serve the Midland area other than the proposed purchase of water from the <br />City of Albemarle and Stanly County or the use of a well field in Midland. <br />The water impoundment project planned by the Town of Mt. Pleasant was <br />recognized at that time as a possible source of water for the southeastern <br />portion of the county. Town Council members indicated their willingness <br />to share the Town's water supply with the rest of Cabarrus County if the <br />County helped in the construction of the watershed project. It was the <br />consensus of the Board of Commissioners and the Town Council that the <br />proposed water impoundment in Mt. Pleasant was an important raw water source <br />in the county and that there should be a coordinated effort between the <br />County and the Town in developing this project. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Nash and <br />unanimously carried, the Board instructed Mr. Thomas B. Robinson, Planning <br />Director, to contact the County's engineering firm to obtain information <br />regarding the cost and the feasibility of using the proposed water impound- <br />ment in Mt. Pleasant as a water supply source for the Midland area as compared <br />to the present plan for supplying water to that area. <br /> Mayor Austin and members of the Town Council agreed to obtain updated <br />information regarding the cost of building the 125 acre lake as originally <br />proposed by the Soil Conservation Service. <br /> <br /> <br />
