421 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session at the Midland Volunteer Fire Department in Midland, North Carolina, <br />on Tuesday, October 18, 1983, at 7:00 P.M. The purpose of the meeting was <br />to discuss water and sewer service proposals for the Midland area. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Absent - Commissioner Kenneth F. Payne <br /> Also present for the meeting were members of the Community Action <br />Council of Midland, Mr. Thomas B. Robinson, Planning Director; Mr. Charles <br />D. McGinnis, County Manager; and Messrs. Bob Linkner and Paul Watson, <br />engineers with Henningson, Durham & Richardson, Inc. <br /> The Board of Commissioners discussed with the residents of Midland <br />the upcoming water facilities bond referendum. A presentation of the <br />proposed facilities was made by Mr. Thomas B.
