432 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />November 21, 1983, at 7:00 P.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Absent - Commissioner: Kenneth F. Payne <br /> The invocation was given by Reverend William H. Prichard of the <br />First Advent Christian Church of Concord, North Carolina. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the Board approved the minutes of November 3 and <br />November 7, 1983, as written. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the Board adopted the following Proclamation <br />proclaiming the week of November 27, 198~ through December 3, 1983, as <br />National Home Care Week. <br /> <br />PROCLAMATION <br /> <br />As Chairman of the Cabarrus County Board of Commissioners, I, <br />J. Harold Nash, do hereby proclaim the week of November 27, 1983 <br />through December 3, 1983 as National Home Care Week. This act is <br />done in recognition of the need existing throughout the county as <br />well as state and nation for skilled medical, social and supportive <br />services in the homes of our citizens and in recognition of the <br />fact that many of those needing such services are not aware that <br />such are available through the Cabarrus County Home Health Agency. <br /> <br />This the 21st day of November, 1983. <br /> <br />/s/ J. Harold Nash <br /> <br />Chairman, Cabarrus County Board of Commissioners <br /> <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Lentz <br />and unanimously carried, the Board agreed to enter into the following <br />agreement with the Department of Human Resources for the use of detention <br />facilities at the Gaston Regional Juvenile Services Center. <br /> <br />STATE OF NORTH CAROLINA <br />DEPARTMENT OF HUMAN RESOURCES <br /> <br />325 North Salisbury Street <br /> <br />Raleigh, N. C. 27602 <br /> <br />DETENTION SUBSIDY REPAYMENT AGREEMENT <br /> <br /> This contract is hereby executed between the Department of Human Resources, <br />herein called Department, and Cabarrus County, hereinafter called County. <br /> <br />WITNESSETH: <br /> <br /> THAT WHEREAS, Cabarrus County is eligible for juvenile detention services <br />in a facility operated by the Department located at Cherryville-Dallas <br />Highway, Dallas, North Carolina, which is known as the Gaston Regional <br />Juvenile Services Center. <br /> <br />and <br /> <br /> WHEREAS, North Carolina General Statute 134A-38 provides that any <br />county placing a child in a regional detention home shall pay fifty percent <br />(50%) of the per capita daily cost ~of caring for the child to the Department. <br /> <br /> NOW, THEREFORE, for and in consideration of the mutual promises to <br />each other, as hereinafter set out, the Department and the above-mentioned <br />County do mutually agree as follows: <br /> <br /> <br />
