452 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />December 19, 1983, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> J. Harold Nash <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Robert L. Sessum of All Saints <br />Episcopal Church. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the minutes of November 30, 1983, and December 5, 1983, <br />were approved as written. <br /> Mr. William E. McCrary, Chairman of the Rowan Technical College Cabarrus <br />Advisory Committee, presented a request for additional funds in the amount <br />of $27,309.00 for the renovation and operating costs of the Corban, Carver, <br />and Kannapolis Center facilities of Rowan Technical College for 1983-84. <br />The summary of the request is as follows. <br /> <br />Concord Renovation <br />Kannapolis Renovation <br />Capital Outlay <br /> <br />$17,066.00 <br /> 1,175.00 <br />$18,241.00 <br /> <br />Additional Operational Fund <br /> <br />9,068.00 <br /> <br />Grand Total <br /> <br />$27,309.00 <br /> <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne <br />and unanimously carried, the Board adopted the request for additional <br />funding for Rowan Technical College as a component of the present County <br />budget and transferred funds in the amount of $27,309.00 from Contingency <br />Fund to provide funding for the Rowan Technical College facilities in <br />Cabarrus County. It was noted that money is to be refunded to the County <br />if the capital outlay expenditures are lower than the amount estimated. <br /> Ms. Frances Goins presented a request to submit a grant application <br />for Community Based Alternatives (C.B.A.) Program funds to provide a counseling <br />program for a middle school in both the Cabarrus County and Kannapolis City <br />School systems. The requested funds of approximately $1,200.00 will <br />be for the remaining amount of funds allocated to Cabarrus County in <br />the C.B.A. Expansion Funds. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board moved to allow the request for submission <br />of grant application for additional funds from the Community Based Alternatives <br />Expansion Funds to provide a counseling program in the Cabarrus County and <br />Kannapolis City Schools. <br /> Chairman Lentz stated that this was the day and hour for a public <br />hearing to detetermine finally whether the assistance in financing the <br />improvements for Harrisburg Drive and Roberta Place would be made and asked <br />if anyone were present who wished to speak for or against these road <br />improvements under the participation paving program. There was no one <br />present to speak regarding the participation paving program for either road. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board adopted the following resolutions regarding <br />Harrisburg Drive. <br /> <br /> RESOLUTION AUTHORIZING ASSISTANCE <br /> IN THE FINANCING OF IMPROVEMENTS TO <br />RURAL SUBDIVISION AND RESIDENTIAL STREETS <br /> <br /> WHEREAS, The Board of County Commissioners on November 21, 1983, <br />adopted a preliminary resolution giving notice of intention to assist <br />in the financing of improvements to rural subdivision and residential <br />streets; and <br /> <br /> WHEREAS, due notice has been given that on the 19th day of December, <br />1983, at 7:30 P.M. in the Commissioners' Room in the Cabarrus County Court- <br />house, held on whether the assistance in financing the road improvements <br /> <br /> <br />
