<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Monday,
<br />February 20, 1984, at 7:00 P.M.
<br /> Present - Chairman: James W. Lentz

<br /> J. Harold Nash
<br /> Kenneth F. Payne
<br /> The minutes of the meeting on February 6, 1984, were corrected on
<br />page 491 to state Mr. William L. Mills, III.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and
<br />unanimously carried, the minutes of February 6, 1984, were approved as
<br />corrected.
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board appointed Dr. Robert Fulghum and
<br />Dr. Stewart F. Roberts to the Animal Advisory Committee to complete the
<br />unexpired terms of Dr. Tom F. Foster, Jr., and Dr. E. C. Garlick ending
<br />on October 1, 1985.
<br /> Mr. John R. Boger, Jr., County Attorney, reported that the Industrial
<br />Facilities and Pollution Control Financing Authority would be meeting on
<br />February 22, 1984, to consider an.inducement agreement between the Authority
<br />and a Californian firm planning to purchase property in Cabarrus County.
<br />He asked that the Board postpone appointments to the Authority until
<br />after the meeting on February 22, 1984.
<br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Nash
<br /> and unanimously carried,~ the Board deferred appointments to the Industrial
<br /> Facilities and Pollution Control Financing Authority until the next meeting.
<br /> Mr. Jerry Schletzbaum, architect with Abrams-Schletzbaum, reviewed
<br /> the bids totaling $504,338.00 for the renovation of the Cabarrus County
<br /> Courthouse Annex (Craig Building). He presentedrecommended deductions
<br /> from each prime contract base bid and proposed a package bid award of
<br /> $450,000.00. During discussion of the bids, it was noted that the initial
<br /> cost estimate for the renovation of the building was approximately $354,000.00.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt
<br /> and unanimously carried, the Board rejected the bids received for the
<br /> renovation of the Cabarrus County Courthouse Annex and directed that
<br /> further study be made by somebody on the Board to determine what can be
<br /> done to help the persons located in the basement of the County Courthouse.
<br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt
<br /> and unanimously carried, the Board set a public hearing for 7:30 P.M. on
<br /> March 21, 1984, for the road name change of Riverbend Drive to Astor Drive.
<br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Nash
<br /> and unanimously carried, the Board set a public hearing for 7:35 P.M. on
<br /> March 21, 1984, for the road name change of Flowes Store Road to Old
<br /> CamdenRoad.
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and
<br /> unanimously carried, the Board appointed the following Firemen's Relief
<br /> Fund Trustees for a term of two years ending January 31, 1986, as recommended
<br /> by the fire departments.

<br /> At 7:30 P.M., the Chairman of the Board of Commissioners of the
<br />County of Cabarrus (the Board) announced that the Board would proceed to
<br />hold a public hearing and would hear anyone who wished to be heard on the
<br />proposed issuance by The Cabarrus County Industrial Facilities and Pollution
<br />Control Financing Authority (the Authority) of up to $3,800,000 industrial
<br />revenue bonds to finance the acquisition, construction and installation of
<br />a 9.84-acre tract of real property located at 145 Caldwell Road, Harrisburg,
<br />North Carolina, an approximately 55,000 square foot building on such tract
<br />and machinery and equipment for plastic injection molding and other plastic
<br />fabrication processes in such building (the Project). The Project would
<br />be operated by NC Plastics, Inc., a North Carolina corporation (the
<br />Company).
