526 <br /> <br /> Chairman Lentz stated that this was the day and hour scheduled for <br />a public hearing for the renaming of Riverbend Drive to Astor Drive and <br />asked if anyone were present who wished to speak for or against this <br />road name change. No one spoke regarding the renaming of Riverbend Drive. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner <br />Barnhardt and unanimously carried, the Board approved the renaming of <br />Riverbend Drive to Astor Drive. <br /> UPON MOTION of Commissioner Mash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board granted permission for the Tax Collector's <br />Office to destroy tax records for the years of 1968, 1969, and 1970 as <br />requested by Ms. Derelle Kiser, Tax Collector. <br /> Chairman Lentz stated that this was the day and hour for a public <br />hearing regarding the renaming of a portion of Flowes Store Road to Old <br />Camden Road and asked if anyone were present who wished to speak for or <br />against this road name change. <br /> Mrs. Frances Small spoke in favor of renaming that portion of Flowes <br />Store Road south of Highway 24-27 to Old Camden Road. She stated that <br />this road had been used many years ago by farmers and merchants on trips <br />from Salisbury to Camden. <br /> UPON MOTION of Commissioner Mash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved the petition changing the <br />name of Flowes Store Road south of Highway 24-27 to the Mecklenburg County <br />line to Old Camden Road. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board authorized the Cabarrus County Parks and <br />Recreation Department to submit grant applications to the North Carolina <br />Arts Council for a challenge grant to support a proposed community band <br />and for grassroot funds to support the Cabarrus Youth Theatre. The local <br />share of the grants is to be budgeted in the 1984-85 Fiscal Year Budget <br />of the Parks and Recreation Department. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Nash <br /> and unanimously carried, the Board adopted the following resolution. <br /> <br />A RESOLUTION AUTHORIZING CONDEMNATION TO ACQUIRE PROPERTY FOR <br />CONSTRUCTION OF AN INTERCEPTOR SEWER SYSTEM FROM THE TOWN OF HARRISBURG <br /> TO THE ROCKY RIVER REGIONAL WASTEWATER TREATMENT PLANT <br /> <br /> WHEREAS, the Board of Commissioners of Cabarrus County hereby determines <br />that it is necessary and in the public interest for health and safety to <br />construct an interceptor sewer system from the Town of Harrisburg to the <br />Rocky River Regional Wastewater Treatment Plant, as designed by Henningson, <br />Durham and Richardson, Engineers, and that it is necessary to acquire <br />certain property for the construction thereof; and whereas, representatives <br />of the County have been unable to acquire all of the needed properties by <br />negotiation and it is necessary to acquire said property by legal condem- <br />nation proceedings; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of <br />Cabarrus County: <br /> <br /> 1. That Cabarrus County shall acquire by condemnation, for the <br />purposes stated above, rights of way and any necessary pump station sites <br />required by the construction of the interceptor sewer system from the <br />Town of Harrisburg to the Rocky River Regional !~astewater Treatment Plant <br />as designed by Henningson, Druham and Richardson, Engineers, when said <br />property cannot be acquired by negotiated purchase. <br /> <br /> 2. That attorneys representing Cabarrus County are directed to <br />institute the necessary proceedings~pursuant to the General Statutes of <br />North Carolina to acquire said property interests. <br /> <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board adopted the following resolution. <br /> <br />WHEREAS, <br /> <br />The North Carolina Clean Water Bond Act of 1977 has authorized <br />the making of grants to aid eligible units of government in <br />financing the cost of construction of wastewater treatment <br />works, wastewater collection systems, and water supply systems, <br />and <br /> <br /> <br />
