From the canvass so made, this Board hereby determines and certifies as follows: (a) That 6172 voters were registered and qualified to vote. (b) That at said referendum 1089 votes were cast for the order adopted on January 16, 1984, authorizing not exceeding $7,275,000 Water Bonds of the Water and Sewer District of Cabarrus County, in Cabarrus County, North Carolina, for the purpose of providing funds, with any other available funds, for constructing a portion of a water system for said District, including the construction and installation of water mains and lines, water storage tanks, water pumping facilities and appurtenant facilities for the transmission and distribution of water to be provided by the City of Concord, North Carolina or Cabarrus County, North Carolina and the acquisition of necessary land, rights of way and equipment, and authorizing the levy of taxes in an amount sufficient to pay the principal of and the interest on said bonds, and 399 votes were cast against said order, and that a majority of the qualified voters of said District who voted thereon at said referendum voted in favor of said order. Section 4. The Supervisor of Elections of the Cabarrus County Board of Elections is hereby directed to transmit immediately a certified copy of this resolution to the Board of Commissioners for the County of Cabarrus. Upon motion of J. L. Fink, Sr., seconded by B. S. Brown, Jr., the foregoing resolution was passed by the following vote: Ayes: B. S. Brown, Jr. J. L. Fink, Sr. Noes: --- I, Ruby F. Little, Supervisor of Elections of the Cabarrus County Board of Elections, of Cabarrus County, North Carolina, DO HEREBY CERTIFY that the foregoing has been carefully copied from the recorded proceedings of said Board at a meeting held on March 22, 1984 at the County Courthouse in Concord, North Carolina, said record having been made in Minute Book No. 3 of the minutes of said Board, beginning at page 348 and ending at page 361, and is a true copy of so much of said proceedings as relates to the canvass of the returns of the special bond referendum held in the Water and Sewer District of Cabarrus County on March 20, 1984.
