Whereas, the Counties concerned come within the scope of the Emergency <br />Management mutual aid concept since they are adjacent and <br /> <br />Whereas, if the Counties listed are requesting aid of an adjacent County, <br />the Local Emergency Management Coordinator will make'his request direct to <br />the Local Emergency Management Coordinator providing such aid, and the <br />Local Coordinator involved in such a request will notify, as a matter of <br />information the Director, North Carolina Division of Emergency Management <br />of their intent to request/provide "Mutual Aid" from/to the adjacent County. <br /> <br />Now, Therefore, we, the undersigned officials of CABARRUS COUNTY and <br />STANLY COUNTY, respectively, hereby grant to the local Emergency Management <br />Coordinators of CABARRUS COUNTY and STANLY COUNTY, the authority to use <br />their resources to assist one another in local natural or man-made disaster <br />situations where the need arises; however, with the express understanding <br />that the local community extending such aid may withhold resources to the <br />extent necessary to provide reasonable protection for the community, and <br />that the Emergency Management forceS will continue under the command and <br />control of their regular leaders, but that the organizational units come <br />under the operational control of the Emergency Management authorities of the <br />communities receiving assistance, unless otherwise specified, and with the <br />further express understanding that the county extending such aid, will be <br />provided the physical needs of their volunteers and operational costs of the <br />extent necessary as mutually agreed upon. <br /> <br />This 16th day of <br />/s/ James W.
