44 <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner <br />Barnhardt and unanimously carried, the Board awarded to retiring law <br />enforcement officer, Sergeant Robert A. Chambers, his service revolver-- <br />a chrome Smith & Wesson Model 38 (p365360)--and his officer's badge at a <br />cost of $1.00 in accordance with G.S. 20-187.2. <br /> The Board commended Sergeant Chambers for his many years of dedicated <br />service with the Kannapolis Police Department. <br /> The Board reviewed the offer from Mr. Kirk T. Grosch, Executive Director <br />of the Charlotte Area Fund, Inc., and Mr. Andrew T. Harris, Executive Director <br />of the Salisbury-Rowan Community Service Council, Inc., to provide services <br />to residents of Cabarrus County under the Community Services Block Grant and <br />the Community Action Partnership Program. During discussion of the offer, <br />members of the Board expressed concern that the Board would be held <br />accountable for the program even though they would be able to exercise <br />very little control of the program. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board declined the offer from the Charlotte <br />Area Fund, Inc., and the Salisbury-Rowan Community Service Council, Inc., <br />to extend services to Cabarrus County. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board declared the following two vehicles as <br />surplus to the needs of the County and further resolved that these stated <br />vehicles be disposed of by public auction previously scheduled for <br />September 29, 1984. <br /> <br />1981 Mercury <br />1978 Plymouth <br /> <br />- Serial # 1MEBP71D1BK629027 <br />- Serial # RL41P8A177643 <br /> <br /> Mrs. Sue Casper, President of the Keep Cabarrus County Beautiful <br />Program, reviewed the accomplishments of that organization since its <br />formation in January, 1984, and outlined plans for the upcoming <br />months. She reported that the organization had sponsored a very success- <br />ful clean-up campaign in April, 1984, and had recently submitted an <br />application for certification by the Keep America Beautiful, Inc. Clean <br />Community System. Current projects of the organization include beautification <br />of the entrance to the County Landfill, a booth at the State fair, a <br />behavior modification education program for the schools, and a County-wide <br />clean-up campaign during the week of September 16-23, 1984. In conclusion, <br />Mrs. Casper requested the Board's assistance in planning for the disposal of <br />junk tires collected during the upcoming clean-up campaign. She explained <br />that Mr. Jim Burleson had donated the use of a tire shredder, three employees, <br />and two trucks during the clean-up project in April and that the organization <br />was hesitant about requesting this free service again. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board directed Mr. Charles D. McGinnis, County <br />Manager, to negotiate with Mr. Jim Burleson for the cutting of tires <br />collected during the clean-up campaign in September. Details are to be <br />worked out regarding tires collected from the side of roads and tires <br />b~ought in to the landfill for cutting by owners. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner <br />Milloway and unanimously carried, the Board directed the County Manager <br />to write a letter to Sheriff Robert M. Canaday asking the Sheriff's <br />Department to "crack down" on the littering of roads throughout the county <br />and make a closer effort to issue citations for littering. <br /> Commissioner Nash reported that he had requested Mr. John R. Boger, Jr., <br />County Attorney, to prepare a draft ordinance that.would prohibit the erection <br />of political signs on public property such as the rights-of-way for highways <br />and utilities. He proposed that such an ordinance become effective in 1985 <br />and pointed out that the ordinance would not pertain to political signs <br />placed on private property. It was the consensue of the Board for Mr. Boger <br />to do further research regarding the legality of such an ordinance. <br /> The Board again discussed the appointment to the Cabarrus County <br />Planning Board. Nominations for this appointment as made at the meeting <br />on August 20, 1984, were Mr. Robert L. Quesenberry, Jr., an electrical <br />contractor, and Mr. R. M. Faggart, Jr., a home builder. At this time, <br />Commissioner Nash nominated Mr. John Coble, a retired school teacher, for <br />appointment to the Planning Board. Voting was as follows. <br /> <br /> <br />
