53 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />September 17, 1984, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> J. Harold Nash <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Clyde Hawkins of Centerview <br />Baptist Church of Kannapolis, North Carolina. <br /> The minutes of September 4, 1984, were corrected to identify those <br />signs for which Commissioner Nash had proposed an ordinance prohibiting <br />placement on public property as "political signs" <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Nash <br />and unanimously carried, the minutes of September 4 and September 6, 1984 <br />were approved as corrected. <br /> The Board received the recommendations as submitted in a memorandum <br />from Mr. Thomas B. Robinson, Planning Director, regarding the terms of <br />County water service to Silver Maples Estates, a mobile home development <br />presently served by a public utility company. Several requests had been <br />made by Mr. Don Sellers, Director of Silver Maples Estates, for an amendment <br />to the current Water System Policies and Regulations which would provide for <br />the sale of water to a utility company at a bulk or commercial rate. Mr. <br />Sellers had also offered to convey to the County the private water lines <br />in the subdivision adjoining the mobile home park if the County would approve <br />a commercial rate for his development. It was the recommendation of Mr. <br />Robinson that the adopted water policies remain intact and that mobile home <br />parks be extended water service in accordance with Section D "Extensions in <br />Shopping Centers, Mobile Home Parks, and Multi-Family Developments" or <br />Section F "Manifold Connections" of the current policies. Mr. Robinson <br />also recommended that the County not accept the water lines in the adjoining <br />subdivision except for abandonment purposes should they be offered. <br /> Mr. Don Sellers, Director of Silver Maples Estates, stated displeasure <br />with the recommendation of the Planning Director regarding his request for <br />a bulk water rate and expressed concern that the County would spend money <br />to run water lines parallel to lines already in existence. In conclusion, <br />Mr. Sellers advised the Board if the County took away any amount of revenue <br />from their utility company by servicing their present customers that the <br />utility company along with the North Carolina Utilities Commission would <br />enter into ligitation against the County. <br /> The Board received the presentation by Mr. Sellers as information only <br />and took no action in this matter. <br /> The Honorable Bernie A. Edwards, Mayor of the City of Concord, objected <br />to the Cabarrus County Landfill tipping fees adopted by the Board of <br />Commissioners on July 16, 1984, to be effective October 1, 1984. He expressed <br />concern that the City of Concord had not been notified of discussions relating <br />to the proposed tipping fees and that the tipping fees had been approved after <br />the adoption of the 1984-85 budget for the City of Concord. He stated it <br />would presently cost the City of Concord $36,000.00 per year in tipping fees <br />and would impose double taxation on the citizens of Concord. Mayor Edwards <br />pointed out that the City of Concord does not charge County residents for the <br />use of City recreation facilities and that the City would be selling water <br />to the County at in-city rates. In conclusion, Mayor Edwards asked that <br />the imposition placed on the citizens of Concord be rescinded. <br /> The motion by Commissioner Barnhardt and seconded by Commissioner <br />Milloway to rescind the tipping fees at the Cabarrus County Landfill failed <br />with Commissioners Milloway and Barnhardt voting for and Commissioners Payne <br />and Nash and Chairman Lentz voting against. <br /> Commissioner Milloway proposed that the City and County officials <br />meet each quarter to discuss common concerns. <br /> Mrs. Sue Casper, President of Keep Cabarrus Beautiful, Inc. and <br />resident of the area near the County Landfill, stated that County residents <br />were affected the most both financially and physically by the disposal of <br />solid waste. She cited such examples as the devaluation of property near <br />the landfill, the damage to roads leading to the landfill, and the incon- <br />venience to the residents of the area caused by traffic congestion and litter <br />which falls from the garbage trucks in route to the landfill.
