<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Monday,
<br />October 1, 1984, at 9:30 A.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: Archie Y. Barnhardt
<br /> Marcelle Milloway
<br /> J. Harold Nash
<br /> Kenneth F. Payne
<br /> The invocation was given by Dr. Eugene Hunsinger of the First Baptist
<br />Church in Concord, North Carolina.
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and
<br />unanimously carried, the minutes of September 17, 1984, were approved as
<br />written.
<br /> On second reading, the motion to expand the membership on the Cabarrus
<br />County Planning Board was defeated by a three to two vote.
<br /> The Board voted on the previous nominees--Messrs. R. M. Faggart, Jr.,
<br />Robert L. Quesenberry, Jr., and John Coble--for appointment to the Cabarrus
<br />County Planning Board. Voging was as follows.

<br />Voting for Mr. Robert L. Quesenberry, Jr. - Commissioner Payne and
<br /> Chairman Lentz
<br />Voting for Mr. R. M. Faggart, Jr. - Commissioners Barnhardt, Milloway,
<br /> and Nash

<br /> Mr. R. M. Faggart, Jr., was appointed to the Cabarrus County Planning
<br />Board for a three-year term expiring on August 31, 1987.
<br /> Mr. C. D. Lyons of the Cabarrus County Community Based Alternatives
<br />(C.B.A.) Task Force presented the proposed Cabarrus County School's Survival
<br />and Counseling Program. This program will be funded by C.B.A. Expansion
<br />Funds in the amount of $9,485.00 and local funds in the amount of $2,000.00
<br />provided through in-kind services by the schools.
<br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board approved the grant in the amount of
<br />$11,485.00 to the local Community Based Alternatives (C.B.A.) agency for
<br />the Cabarrus County School's Survival and Counseling Program.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board approved the request from the Charlotte
<br />Motor Speedway for a permit to conduct a fireworks display on Saturday,
<br />October 6,~ and Sunday, October 7, 1984, upon receipt of insurance certificate
<br />from the Speedway. Mr. Gary Partlow of Southern International Fireworks
<br />will be in charge of the fireworks displays at the Charlotte Motor Speedway.
<br /> Mrs. Grace Mynatt, President of the Cabarrus Arts Council, presented
<br />a report on the activities of the Council since its designation in 1982 as
<br />the local Distributing Agent for State Funds for the Arts. She stated
<br />that the grassroots funding for 1984-85 totaled $14,800.00 and was
<br />distributed to such organizations as the Old Courthouse Theatre, Kan-La-Con
<br />Concert Association, Concord Choral Society, Genesis II Musical Group, and
<br />the Cabarrus Youth Theatre. Mrs. Mynatt reported that the membership of
<br />the Arts Council had increased from 200 members and 4 arts organizations in
<br />1982 to a present membership of over 600 members and 7 active arts
<br />organizations. In conclusion, Mrs. Mynatt stated that future plans of the
<br />Cabarrus Arts Council include the development of interest groups such as
<br />creative writing, the development of a comprehensive art instruction program,
<br />and the location of the Arts Council in the Old Courthouse.
