Finger for appointment to <br />the Cabarrus County Industrial Facilities and Pollution Control Financing <br />Authority to fill the vacancy created by the resignation of Mr. James Rutledge. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board moved that nominations be closed and <br />that Mr. Jon R. Finger be appointed by acclamation to the Cabarrus County <br />Industrial Facilities and Pollution Control Financing Authority to complete <br />the unexpired term ending on January 10, 1986. <br /> Mr. John Mitchum of the North Carolina Department of Transportation <br />presented the following proposal that the State spend additional money on <br />Sterling Circle, which was included in the 1984-85 Secondary Construction <br />Program, to add a two-inch base and complete the paving of the road at this <br />time. <br /> <br />ESTIMATE OF COST TO COMPLETE SR 1228, STERLING CIRCLE BY BASING 2" AND <br />PAVING. LENGTH 0.76 MILE. WIDTH 18'. <br /> <br />PRIORITY NO. 8 <br /> <br />BASE MATERIAL (2") @ 1300 TONS P/M @ $6.25 TON <br /> <br />1,300 X 0.76 X $6.25 <br /> <br />$ 6,175.00 <br /> <br />PAVING AT $15,840.00 P/M <br /> <br />$15,840.00 X 0.76 <br /> <br />$ 12,038.00 <br /> <br />TOTAL $ 18,213.00 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved the request from the North <br />Carolina Department of Transportation to spend additional funds to add <br />two inches of base and complete the paving of Sterling Circle (SR 1228). <br /> At 10:30 A.M., Chairman Lentz stated that this was the day and hour <br />scheduled for a public hearing to determine if the County would participate <br />financially in the paving improvements for Sheridan Drive and asked if anyone <br />were present who wished to speak for or against these road improvements. <br /> Mrs. Carrie L. White, resident of Sheridan Drive, spoke in support <br />of the paving improvements for the street. <br /> A member of the audience stated that he had submitted a petition <br />for the paving of Seymour Lane and asked why that street had not been <br />approved by the State for property owners participation. <br /> Mr. T. L. Patterson, District Engineer with the North Carolina <br />Department of Transportation, explained that residents of both Seymour <br />Lane and Artdale Drive had requested participation paving funds. However, <br />he stated that each of these two streets were of such length that the State <br />did not have enough money left in the 1984-85 property owners participation <br />allocation to pave either street. He further explained that Sheridan Lane <br />was a much shorter street and there was available money for the State's <br />share of the paving cost. Mr. Patterson noted that Seymour Lane and Artdale <br />Drive would have priority rating for property owners participation funds <br />allocated for the next year. In conclusion, Mr. Patterson suggested that <br />the Board consider the possibility of requesting the Secondary Roads Department <br />to increase the percentage of funds set aside for property owners partici- <br />pation in the Cabarrus County 1985-86 Secondary Construction Program. <br /> There being no one else to speak regarding the paving improvements <br />for Sheridan Drive, the public hearing was closed. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner <br />Barnhardt and unanimously carried, the Board adopted the following resolution <br />setting the second public hearing for Sheridan Drive at 7:30 P.M. on Monday, <br />October 15, 1984. <br /> <br /> PRELIMINARY RESOLUTION GIVING NOTICE OF INTENTION <br /> TO ASSIST IN THE FINANCING <br />OF IMPROVEMENTS TO RURAL SUBDIVISION AND RESIDENTIAL STREETS <br /> <br />SUBJECT ROAD: SR # 1876 Sheridan Drive <br /> <br /> <br />
