74 <br /> <br />Absentee balloting or voting in the car at each polling place is <br />available upon request. <br /> <br />Poll workers can assist visually impaired persons with the ballot; <br />although most people have assistance when they arrive. <br /> <br />Garage <br /> No public contact <br /> <br />Employment and Training <br /> Public contact is in County office that is accessible. <br /> <br />Referrals with impairments are coordinated with vocational rehabili- <br />tation specialists in the school system. <br /> <br />Tax Collection <br /> Public contact at the Courthouse is very adequate. <br /> <br />Kannapolis office has impairments to the motor impaired but persons <br />can conduct business at the Courthouse in Concord. <br /> <br />Sheriff <br /> Most public contact is in facilities not controlled by county. <br /> <br />The jail and records area is accessible. <br /> <br />Telephone for the deaf service in the communication center. <br /> <br />Recreation <br /> All public programs are offered in facilities that are accessible. <br /> <br />Special programs for physically impaired are offered throughout <br />the year based on demand. <br /> <br />Planning <br /> Public contact is in the Courthouse which is accessible. <br /> <br />Staff has thought of ways to present material to visually and <br />hearing impaired. <br /> <br />Emergency Services <br /> Most public contact is at the homes of citizens that use this <br /> department service. <br /> <br />Emergency shelters are accessible if designated areas are used. <br /> <br />Staff is trained in dealing with visually and hearing impaired persons. <br /> <br />General Recommendation <br /> <br />Periodically refresh employees in providing for the needs of impaired <br />persons in the programs. <br /> <br />Ail new or revised programs or activities should be strictly reviewed <br />to ensure that accessibility to impaired persons is not infringed. <br /> <br /> Programs offered in unaccessible facilities or that may present <br /> problems to the visually or hearing impaired should be identified. <br /> Most programs can serve the impaired by taking the program to the <br /> home of the individual or other suitable location for the impaired <br /> individual. Those that are visually or hearing impaired can be <br /> served by a department if the prospective clients notify the department <br /> of any special needs. Contacts for deaf interpretors have been made by <br /> each affected department. <br /> <br /> TRANSITION PLAN NONSTRUCTURAL CHANGES <br /> <br />By October 17, 1984: <br /> <br /> The Section of Article IV entitled "Recruitment Source" should <br /> be amended to include organizations catering to the special needs <br /> of handicapped citizens. <br /> <br /> <br />
