70 <br /> <br /> 5. The salaries and benefits for personnel at the branch libraries <br />initially shall be based on the salary schedule and benefits available <br />to employees of Concord at the Cannon Memorial Library. Future changes <br />in salaries and benefits shall be determined by Concord and Cabarrus <br />County for the employees of each. <br /> <br /> 6. The budgets for the branch libraries shall be proposed by the <br />Head Librarian to the Board of Library Trustees after receipt of requests <br />from all branches. The Board of Library Trustees shall review the budget, <br />consult with Concord and make recommendations to Cabarrus concerning the <br />budget. The budgets shall separately identify costs for each branch. <br />The budget for the Cannon Memorial Library shall be adopted by Concord. <br />The budget for the branch libraries shall be adopted by Cabarrus. <br /> <br /> 7. Title to the Cannon Memorial Library and all of the books and <br />other assets in said library shall be and remain with Concord. Title <br />to the real property and all books and other assets of the branch libraries <br />shall be and remain with Cabarrus. Title to assets acquired in the future <br />for the Cannon Memorial Library will be in Concord and title to assets <br />acquired in the future by the branch libraries shall be in Cabarrus. <br /> <br /> 8. Ail purchases of books, supplies and all expenditures of money <br />shall be made by the Head Librarian under the provisions of the Local <br />Government Finance Act. <br /> <br /> 9. Contributions to the County library system by persons, firms, <br />interest groups or governmental subdivisions to fund particular items <br />may be accepted and used for the purposes designated subject to approval <br />by the Head Librarian and the Board of Library Trustees. <br /> <br /> 10. This Contract shall be effective upon its execution and shall <br />remain in force and effect through December 31, 1987. He reviewed the <br />recommended nonstructural changes or amendments to the Cabarrus County <br />Personnel Ordinance necessary for the County to achieve compliance with <br />the handicap discrimination regulations.
