The Board of Commissioners for the County of Cabarrus met at 7:00 P.M. <br />on Thursday, November 1, 1984, in Courtroom 2 of the County Courthouse in <br />Concord, North Carolina, for a public hearing regarding proposed Zoning <br />Atlas and Text Amendments. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> J. Harold Nash <br /> Kenneth F. Payne <br /> Mr. F. A. Rankin, Chairman of the Cabarrus County Planning Board, <br />presented each of the proposed amendments as recommended by the Planning <br />Board. Ms. Debra Luckadoo-Shockley, member of the Cabarrus County Planning <br />staff, reviewed the location of the areas proposed for rezoning. Public <br />input was received by the Board prior to action regarding each of the <br />proposed amendments. <br /> <br />ZONING ATLAS AMENDMENT <br /> <br />(1) <br /> <br />Petition 84-17. Log Systems, Inc., township 4, South Cannon Boulevard <br />near Nevada Avenue, Map/PIN 5622(05)-09-6610. Wishes to rezone from <br />R-9 to C-3. Planning Board unanimously approved this request to <br />enable the entire parcel of land to be uniformly zoned; they felt it <br />should have been C-3 at the onset of county-wide zoning. <br /> <br /> Mr. Mike Baker of Log Systems, Inc., requested approval of the <br />rezoning petition to bring the property into compliance with the Zoning <br />Ordinance. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board approved Petition 84-17 by Log Systems, Inc., <br />to rezone property in Township 4, Map/PIN 5622(05)-09-6610, from R-9 to C-3. <br /> <br />(2) <br /> <br />Petition 84-18. Stavola Brothers Race Team, Inc., township 1, <br />Highway 49 near Stough Road, Map/PIN 5518-83-6027. Wishes to rezone <br />from I-1 to I-2. Planning Board denied this request unanimously, <br />fearing adverse impact on the residential area behind the subject <br />property and it would eliminate the buffer or transition from I-2. <br /> <br /> Chairman Lentz presented a letter from Mr. Edwin H. Ferguson, Jr., <br />Attorney representing Stavola Brothers Race Team, Inc., requesting that <br />the rezoning application be withdrawn for consideration by the Board at this <br />time. The request for withdrawal was recognized by the Board and there was <br />no discussion regarding the petition. <br /> <br />(3) <br /> <br />Petition 84-20. Walter R. and Louise P. Preslar, township 10, <br />Highway 24-27 near Flowe's Store Road, Map/PIN 5534-49-3440, <br />5534-49-4279. Wishes to rezone from ARR to C-3. Planning Board <br />voted unanimously to approve this request feeling the request would <br />have little adverse effects. Current uses have existed for <br />approximately 20 years. <br /> <br /> There was no one present to speak either for or against this rezoning <br />petition. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Nash <br />and unanimously carried, the Board approved Petition 84-20 by Walter R. <br />and Louise P. Preslar to rezone property in Township 10, Map/PIN 5534-49-3440, <br />5534-49-4279, from ARR to C-3. <br /> <br />(4) <br /> <br />Petition 84-21. Bobby Lee and Priscilla Correll, township 5, Lane <br />Street near Turkey Road, Map/PIN 5633(07)-69-3714. Wishes to rezone <br />from R-30 to C-4. Planning Board unanimously approved this request <br />as the property would adjoin a C-4 zoning district and have little <br />effect on surrounding property. <br /> <br /> There was no one present to speak either for or against this rezoning <br />petition. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved Petition 84-21 by Bobby Lee <br />and Priscilla Correll to rezone property in Township 5, Map/PIN 5633(07)-69- <br />3714, from R-30 to C-4. <br /> <br /> <br />
