98 <br /> <br /> Mr. Jay Freeman, Chairman of the Cabarrus County Community Based <br /> Alternatives (C.B.A.) Program, presented the proposed Kannapolis School <br />'Teaching/Counseling Program. This program will be funded by C.B.A. Expansion <br /> Funds in the amount of $2,806.00 and local funds in the amount of $730.00 <br /> provided through in-kind services by the Kannapolis City Schools. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br /> and unanimously carried, the Board approved the Community Based Alternatives <br /> (C.B.A.) program agreement for the Kannapolis School Teaching/Counseling <br /> Program as presented by Mr. Jay Freeman. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br /> unanimously carried, the Board reappointed the following persons to the <br /> Senior Citizens Advisory Council for a three-year term ending November 1, <br /> 1987. <br /> <br />Reverend Joel Cherry <br /> Ms. Margaret Willie <br /> Mr. Frank Liske <br /> <br /> The Board received the recommendation from the Executive Committee of <br />the Cabarrus County Parks and Recreation Advisory Commission for the <br />appointment of Mr. Vernon Goins to complete the term of Ms. Anne Marie <br />Barrier who recently resigned from the Advisory Commission. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with <br />Commissioners Payne, Nash, and Barnhardt and Chairman Lentz voting for and <br />Commissioner Milloway voting against, the Board appointed Mr. Vernon Goins <br />to the Cabarrus County Parks and Recreation Advisory Commission to complete <br />the unexpired term of Ms. Anne Marie Barrier ending on December 31, 1986. <br /> The motion by Commissioner Milloway that all boards be representative <br />of the people they represent in regards to gender, race, and geographical <br />location failed for lack of second. <br /> The following bids were received for building materials for the <br />miniature golf/concession building at Frank Liske Park. <br /> <br />LEGAL ADVERTISEMENT DATE: <br />October 19, 1984 <br /> <br />VENDOR BID DEPOSIT BID AMOUNT <br /> <br />Cabarrus Builder Mart <br />Lowe's of Kannapolis <br />Gulledge Building Supply <br />Morrison Lumber <br /> <br />X $14,804.81 <br />X $14,371.45 <br />X $13,283.30 <br />X Incomplete <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board awarded the contract for the building <br />materials for the miniature golf/concession building at Frank Liske Park <br />to the low bidder, Gulledge Building Supply, in the amount of $13,283.30. <br /> Mr. Carl McIntyre presented a complaint regarding the Tipping Fee <br />Ordinance for the County Landfill. He objected to being charged $10.00 <br />to dump his personal garbage at the Landfill because he had transported <br />his garbage to the Landfill in a vehicle larger than a pickup truck. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt~ <br />and unanimously carried, the Board instructed Mr. John R. Boger, Jr., County <br />Attorney, to prepare for the next Board meeting an amendment to the policy <br />concerning garbage tipping fees for individuals with trucks larger than <br />a pickup. The Board indicated that it was the intention of the Board that <br />persons hauling household or personal waste to the Landfill would not be <br />charged a tipping fee regardless of the size of the vehicle. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board granted a waiver of the tipping fee for <br />any citizen bringing individual garbage on a private vehicle to the Landfill <br />until the ordinance is changed to include the amendment to be drafted by <br />the County Attorney. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board adopted the following Health Department <br />budget amendment to accept State funds in the amount of $5,654.00 for <br />the Family Planning Program. <br /> <br /> <br />
