101 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />November 19, 1984, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> J. Harold Nash <br /> Kenneth F. Payne <br /> The invocation was given by Major Robert H. Boyce of the Salvation <br /> <br />Army. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Milloway <br />and unanimously carried, the minutes of November 1 and November 5, 1984, <br />were approved as written. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br />RESOLUTION <br /> <br /> BE IT RESOLVED that the Cabarrus County Tipping Ordinance is hereby <br />amended as follows: <br /> <br /> "No fees shall be charged to any individual who hauls his own personal <br />residential garbage and rubbish to the Cabarrus County Landfill." <br /> <br /> Commissioner Barnhardt proposed that the County refund the fee to <br />those persons who had been charged for dumping personal garbage at the <br />Landfill. The Board declined to take any action regarding this proposal. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following proclamation. <br /> <br />PROCLAMATION <br /> <br /> WHEREAS, in a time of escalating cost of medical care in <br />hospitals and nursing homes, more attention is being placed on home <br />health care; and <br /> <br /> WHEREAS, provision of special follow-up care can mean earlier <br />discharge from the hospital for many; and <br /> <br /> WHEREAS, through teaching in the home setting, the patient and <br />family learn to attain maximum independence; and <br /> <br /> WHEREAS, patients are usually happier at home in a familiar <br />place where the patient feels secure and contentment usually results <br />in a better recovery; and <br /> <br /> WHEREAS, home health agencies provide skilled nursing care and <br />other health services under a physician's supervision and may eliminate <br />the need for more costly long term institutional care; now <br /> <br /> THEREFORE, I, James W. Lentz, Chairman of the Cabarrus County <br />Board of Commissioners, do hereby proclaim the week of November 25 <br />through December 1, 1984, as <br /> <br />HOME CARE WEEK <br /> <br />in Cabarrus County, and encourage all citizens to recognize the <br />importance of home health care being provided to many elderly and <br />disabled individuals in their homes, not only by professionals, but <br />also by their families and loved ones. <br /> <br />DATE: <br /> <br />November 19, 1984 <br /> <br />/s/ James W.
