127 <br /> <br /> The Board expressed appreciation to Mr. Lee Armour for his work on <br />the Personnel Ordinance and Commissioners Nash and Barnhardt for their <br />participation as members of the ad-hoc personnel committee. A letter of <br />appreciation on behalf of the Board is to be sent to Mr. Bobby Overcash <br />of the local Employment Security Commission, Mr. Bob Ewan of Philip Morris <br />U.S.A, and Mr. Bob Christian of Cannon Mills Company for their work on the <br />personnel committee. <br /> Commissioner Barnhardt requested Mr. Charles D. McGinnis, County <br />Manager, to write a letter to the Cabarrus County Fair Association Board <br />of Directors and the Farmers Market, Inc., requesting that a meeting be <br />arranged to discuss the use of the fairgrounds property. <br /> Commissioner Nash requested clarification of the Board's action on <br />November 5, 1984, regarding the establishment of the fulltime permanent <br />employment date for the administrative staff of the CETA (JTPA) Program <br />who are still County employees. He asked if it were the Board's intent <br />to provide for any retroactive benefits regarding longevity pay for those <br />employees. The Board indicated that there were no retroactive provisions <br />in its action on November 5, 1984. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board moved to go into Executive Session to <br />discuss the acquisition of land for a tank site. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Executive Session was terminated. <br /> Mr. John R. Boger, Jr., County Attorney, reported that the Board <br />had discussed the acquisition of land for a tank site in connection with <br />the water system and had authorized an offer to be made for the land. <br />He stated the offer will not be publicly announced until the purchase of <br />the land is accomplished. <br /> There being no further business to come before the Board, the meeting <br />adjourned at 9:40 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
