Newby, Vice-President and General Counsel of Cannon <br />Realty and Development Corporation, presented the request that Cabarrus <br />County adopt an ordinance which would allow the Kannapolis Police <br />Department to enforce uniform parking regulations in designated <br />private lots in Kannapolis. <br /> Captain Buddy R. Templeton of the Kannapolis Police Department <br />reviewed plans to regulate parking in the designated lots by marking tires <br />and by towing if authorized by the Board of Commissioners. <br /> Chairman Lentz instructed Mr. John R. Boger, Jr., County Attorney, <br />to consult with officials in Kannapolis and representatives of Cannon <br />Realty and Development Corporation and prepare a parking ordinance for <br />consideration by the Board at the next meeting on December 3, 1984. <br /> Mr. Lee Armour, Deputy Director of the Centralina Council of <br />Governments, reviewed the revisions to the Cabarrus County Personnel <br />Ordinance as recommended by the Ad-hoc Personnel Committee. Significant <br />changes to the Personnel Ordinance included the reimbursement for <br />educational expenses, the use of the Employment Security Commission for <br />screening applicants as desired, the addition of the day after Thanksgiving <br />as a holiday, and the increased vacation leave for employees. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board moved that the recommended changes <br />to the Cabarrus County Personnel Ordinance be approved and incorporated <br />into the redrafted Personnel Ordinance as follows. <br /> <br /> CABARRUS COUNTY <br />PERSONNEL ORDINANCE <br />REVISED NOVEMBER 19, 1984 <br /> <br />ARTICLE I. ORGANIZATION OF PERSONNEL SYSTEM <br /> <br />Section 1. Purpose <br /> <br /> The purpose of this policy is to establish a personnel system which will <br />recruit, select, develop and maintain an effective and responsible work force. <br />This policy is established under the authority of Chapter 153A-Article 5 <br />and Chapter 126 of the General Statutes of North Carolina. <br /> <br />Section 2. Coverage <br /> <br />This policy will cover all employees in the county's service except: <br /> <br />(a) elected officials <br />(b) the County Manager; <br />(c) county attorney and members of advisory and special boards or <br /> commissions; <br />(d) employees of the North Carolina Agricultural Extension Service, <br /> except that they will be subject to Article V, Section 1 and <br /> Article VI, Sections 1-3; <br />(e) employees governed by the rules of the State Competitive Service <br /> System, except that they will be subject to Article I, Sections <br /> 1-4; Article III, Sections 3 (b), 9, 10, 11; Article V, Sections <br /> 1-4; Article VI, Article IX; Article X; and Article XI; <br /> <br /> <br />
