166 <br /> <br />While the Secretary of NRCD must have the authority to deviate from <br />these allocation percentages in unusual circumstances, the burden of <br />proof for the need for such deviation should be on him. <br /> <br />Further, we also recommend that the guidelines for use of the Community <br />Revitalization grant funds be.liberalized to allow them to be used for <br />community infrastructure that benefits low and moderate income persons, <br />even if no housing rehabilitation is proposed. <br /> <br /> The Board reviewed the recommendation from Mr. Blair Bennett, Finance <br />Director, to discontinue the policy of the Tax Collector's Office sending <br />a representative to Kannapolis each Friday during the months of October, <br />November, and December to collect tax payments. Reasons as outlined for the <br />discontinuation of this service included the lack of adequate control over <br />cash collections and the exposure of the collector to the unnecessary risks <br />involved in working alone in a secluded office and in transporting cash <br />receipts from Kannapolis to the Courthouse. <br /> During discussion of this recommendation, Commissioner Barnhardt <br />expressed concern regarding the liability of members of the Board if no <br />action is taken in this matter and an employee is robbed and hurt. <br />Questions were also presented by Board members regarding the present <br />location of the tax collection in Kannapolis, escort by law enforcement <br />officials in transporting the collections, the time period for the <br />collection of taxes in Kannapolis, and the wishes of the Kannapolis <br />City Council regarding this tax collection service. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Upright <br />and unanimously carried, the Board delayed action on this matter until <br />the next Board meeting and requested that Mrs. Derelle H. Kiser, Tax <br />Collector, be present at that time to provide such information relating <br />to the collection of taxes in Kannapolis as time, location, security, <br />and amount of taxes collected. <br /> Commissioner Barnhardt nominated Mr. Thomas W. Smith for appointment <br />to the Watershed Improvement Commission as recommended by the Watershed <br />Improvement Commission. Mr. Carl Overcash, member of the Commission, is <br />ineligible for reappointment under the terms of the County's Appointment <br />Policy to Boards and Commissions. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Upright <br />and unanimously carried, nominations for the Watershed Improvement <br />Commission were closed. <br /> The Board appointed Mr. Thomas W. Smith to the Watershed Improvment <br />Commission for a six-year term ending on February 15, 1991. <br /> Commissioner Hamby reported on a recent trip to New Hampshire to <br />view a plant which converts landfill waste to steam energy. Commissioner <br />Payne also reported on a trip to Mississippi to visit an incineration <br />facility in that state. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board moved to go into Executive Session to <br />discuss a personnel matter. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Executive Session was ended. <br /> Chairman Lentz reported that Mr. Charles D. McGinnis, County Manager, <br />had advised the Board of the downgrading of a County employee and the <br />action that had been taken in that matter. <br /> Commissioner Hamby introduced discussion of a problem that exists with <br />the Animal Control Advisory Committee reporting to the Board of Commissioners <br />and the Dog Warden reporting to the Health Director. He proposed that <br />the Animal Control Advisory Committee advise the Board of Commissioners <br />through the Board of Health. <br /> Motion was made by Commissioner Barnhardt and seconded by Commissioner <br />Hamby to transfer the Animal Control Advisory Committee to the Board of <br />Health with the Board of Health having full authority to make appointments <br />and if they see no further need of this Board that they abandon it. No <br />vote was taken on this motion. <br /> UPON SUBSTITUTE MOTION of Commissioner Upright, seconded by Commissioner <br />Hamby and unanimously carried, the Board transferred the Animal Control <br />Advisory Committee to the Board of Health. <br /> <br /> <br />
