160

Mr. William F. Pilkington, Health Director, presented the following
recommendations made by the Cabarrus County Board of Health on January 24,
1985.

That the health department fee for natural family planning
services be set at $40.00 and discounted based on ability
to pay.

That the $1.00 fee that the health department charges all
maternity, family planning, child health, and orthopedic
clinic patients be discontinued.

UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt
and unanimously carried, the Board agreed to stop the $1.00 charge for
all maternity, family planning, child health, and orthopedic clinic
patients at the Health Department.
UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt
and unanimously carried, the Board adopted the following Natural Family
Planning Fees for the Cabarrus County Health Department.

NATURAL FAMILY PLANNING FEES

The Division of Health Services, Family Planning Branch, has
determined that a charge of $40 should be assessed for the provision
of natural family planning services in local health departments. This
charge is for extensive counseling received by patients who choose
this method of family planning. It is in addition to the fees for
medical services assessed during the initial and subsequent exams.

Charges will be discounted according to the patient's ability to
pay, using the 20%, 40%, 60%, and 80% levels as defined in the Family
Planning fee scale. The actual charge to be assessed will be $8, $16,
$24, $32, or $40, depending upon pay category.
(See attached fee scale).

The Family Planning Branch asks that these new policies be imple-
mented as soon as possible after January 1, 1985 and no later than
March 1, 1985.

The Family Planning Fee Scale is as follows.
