162 <br /> <br /> The Board received the letter of request from Mr. William L. Mills, <br />III, that the Board consider the appointment of Mr. Claude E. Shealy <br />to fill the vacancy on the Board of Commissioners of the Parkwood <br />Sanitary District. Mr. Benny F. Weaver resigned from this Board effective <br />December 1, 1984. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner <br />Upright and unanimously carried, the Board appointed Mr. Claude E. Shealy <br />to fill the vacancy on the Board of Commissioners of the Parkwood Sanitary <br />District. This unexpired term will end on December 1, 1985. <br /> Chairman Lentz announced that the Board of Commissioners would meet <br />at 8:00 P.M. on Thursday, February 7, 1985, at the Chamber of Commerce <br />Building in Concord, North Carolina. The Concord/Cabarrus County Chamber <br />of Commerce will present a report to the Board at that time. <br /> Mr. Charles D. McGinnis, County Manager, reviewed the proposed <br />changes to the Travel Policy of Cabarrus County which were necessary to <br />comply with recent revisions to Internal Revenue Service regulations <br />regarding travel and the use of County-owned vehicles. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board amended Section VII. (A) of the proposed <br />Travel Policy of Cabarrus County as follows: <br /> <br />Emergency vehicles are considered to be those of the following <br />departments: <br /> <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and Unanimously carried, the Board adopted the following revised Travel <br />Policy of Cabarrus County to be effective February 1, 1985. <br /> <br /> A RESOLUTION ADOPTING A <br /> "TRAVEL POLICY" <br />FOR CABARRUS COUNTY, N. C. <br /> <br /> BE IT RESOLVED by the Board of Commissioners of Cabarrus County, <br />North Carolina that the following be adopted as the "Travel Policy" <br />of Cabarrus County, North Carolina and that any motions or resolutions <br />in conflict with this resolution are hereby repealed: <br /> <br />TRAVEL POLICY <br /> <br />I. Poli~ Statement: The intent of this policy is to make uniform <br />provision for reimbursement of necessary expenses of specific county <br />employees who are required to travel within or without the county <br />boundaries in the performance of their duties and in the interest of <br />county affairs. <br /> <br />II. Policy Administration: The respective Department Heads are <br />responsible for the administration of the provisions of this policy <br />and authorized to approve travel reimbursements except where otherwise <br />stated. <br /> <br /> Reimbursement shall be for actual expense up to the limitation <br />contained in this policy; except where otherwise stated. <br /> <br />III. Definitions: <br /> <br /> A. Necessary Expense - Ail reasonable charges, incurred by an <br />employee of the county, caused by travel in the interest of the county; <br />including transportation, lodging, meals, and related incidental expenses. <br />It does not include fines, illegal expenses, laundry charges or similar <br />personal expense. <br /> <br /> B.Mileage Allowance - The amount authorized to be paid on a <br />per-mile basis for travel by privately owned vehicle. The mileage <br />allowance shall be Twenty and one half cents (20.5¢) per'mile. <br /> <br /> C. Meals Allowance - Reimbursement for the cost of meals in <br />connection with county business shall be at the following rates: <br />Breakfast $4.00, lunch $5.00, and supper $11.00. The maximum meals <br />allowance for full days of authorized travel shall be $20.00 per day. <br /> <br /> <br />
