195

3. To cooperate in applying Affirmative Action and Equal Employment
Opportunity plans of the North Carolina Agricultural Extension
Service.
4. That Extension agents will not be classified under a county classi-
fication system.
5. That Extension agents will follow County policies relative to
office hours and holidays.

We are in agreement with the above description of the responsibilities
and relationships, and that this memorandum of understanding may be
reviewed at any time but shall be reviewed once each four years.

Date:
Date:

Chairman
Board of Cabarrus County Commissioners
, Director
North Carolina Agricultural Extension Service

Mr. Alvin M. Stanford, County Extension Chairman, presented a request
to fill the livestock agent position with the Agricultural Extension
Service at a higher salary than is presently paid to James F. Miller, Jr.,
who has resigned effective April 30, 1985, to return to school. He
requested an annual salary of $26,000.00 for this position with the
County's portion to be 49.75% of this salary or $12,935.00 annually.
This would reflect an increase of $3,252.00 per year for the County's
portion of the annual salary. In conclusion, Mr. Stanford advised the
Board that the employment request would not require an additional
appropriation of funds for the present fiscal year budget but would affect
the 1985-86 budget allocation.
Farmers speaking in support of the salary request for the livestock
agent position as presented by Mr. Alvin M. Stanford, County Extension
Chairman, included Messrs. Troy R. Cook, Van McGlamery, Vance Cline, and
Lipe Barrier. Each stated the importance of the livestock agent and his
services to the farmers in Cabarrus County.
UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with
Commissioners Payne, Hamby, and Upright and Chairman Lentz voting for and
Commissioner Barnhardt voting against, the Board approved the increase
of $3,252.00 per year in the County's portion of the salary for the live-
stock agent position as requested by Mr. Alvin M. Stanford, County Extension
Chairman. The annual salary for the position will be $26,000.00 with the
County providing 49.75% or $12,935.00 per year.
The Board reviewed the request from Robert C. Lorish, Ed.D., Area
Director of the Piedmont Area Mental Health, Mental Retardation and
Substance Abuse Authority, for an annual meeting of the County Commissioners
with the Area Board members from Cabarrus County. A dinner meeting was
tentatively scheduled for 7:00 P.M. on April 2, 1985, with commissioners
to be notified of final arrangements for this meeting.
Mr. Charles D. McGinnis, County Manager, presented the recommendation
for the sale of two tracts of land on McCachern Boulevard and approximately
13 acres on the north side of Cabarrus Avenue parallel to Southern Railway.
He stated in his opinion these tracts of land were surplus to the needs
of the County and would best be offered for sale.
UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and
unanimously carried, the Board tabled consideration of the disposition of
the real estate as recommended by the County Manager until the next meeting
on April 1, 1985.
Sheriff Robert M. Canaday requested that the off-duty trip fee be
increased from $25.00 to $30.00 for the officers who are called in from
off duty to make out-of,town trips transporting prisoners. According to
Sheriff Canaday, this payment is made only for those trips that are
beyond adjoining counties. In conclusion, Sheriff Canaday stated that
funds are available in his present budget to cover this increase.
UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with
Commissioners Hamby, Payne, and Upright and Chairman Lentz voting for and
Commissioner Barnhardt voting against, the Board moved that the out-of-
town trip fees for the Sheriff's Department be increased from $25.00 to
$30.00 effective immediately as requested by the Sheriff. This fee will
be paid to off-duty officers who are called in to make out-of-town trips
to transport prisoners.
