<br /> Mr. James F. Owens, Assistant Planning Director, reported that
<br />notification had been received from the North Carolina Department of
<br />Transportation that the Property Owners' Participation rate required of
<br />property owners for paving unpaved subdivision/residential type roads
<br />would increase effective July 1, 1985, from $4.00 per centerline foot to
<br />$8.00 per centerline foot. Persons who have previously expressed an interest
<br />in the County's Participation Paving Program are to be notified of this increase.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt
<br />and unanimously carried, the Board adopted the following resolution.

<br />RESOLUTION OF INTENT AND ORDER
<br />SETTING A PUBLIC HEARING FOR THE PURPOSE OF
<br /> PARTICIPATION PAVING
<br />
<br /> The Board of Commissioners, having decided to finance a portion
<br />of the property owners' share in the Participation Paving Program, does
<br />hereby adopt the following resolution:
<br /> 1. The County intends to assess a certain portion of the
<br />owners of Artdale Drive (S.R. 1563) to pay a portion of the property owners'
<br />cost in connection with State paving of said road.
<br /> 2. The project is the paving of approximately 5,140 Lineal Feet.
<br /> 3. The basis for making the assessments shall be front footage
<br />pursuant to County policy heretofore adopted.
<br /> 4. The cost of the work that is to be specially assessed is
<br />$2.00 per front foot for not more than 25% of the footage. 5. No assessments shall be held in abeyance.
<br /> 6. Assessments may be paid in full or in annual installments
<br />over a five-year period pursuant to County policy heretofore adopted.
<br /> 7. It is hereby ordered that a public hearing on all matters
<br />concerning said paving assessment and covered by this resolution be held
<br />at the Cabarrus County Courthouse at 7:30 P.M. on May 20, 1985.

<br /> Mr. Chester E. Avant, Building Inspector, reviewed the proposed revised
<br />fee schedules for the Building Inspection Department. He noted that the
<br />existing fee schedules have been in effect since March 1, 1982.
<br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and
<br />unanimously carried, the Board adopted the following fee schedules for the
<br />Building Inspection Department to be effective July 1, 1985.
