234 <br /> <br /> Mr. Don Goins, Division Engineer with the North Carolina Department <br />of Transportation, and Mr. T. L. Patterson, District Engineer, presented <br />the preliminary Cabarrus County 1985-86 Secondary Construction Program. <br />Mr. Goins advised the Board that roads would now be rated each year rather <br />than every two years. Proposed projects for Cabarrus County included the <br />paving of Crisco Extension, Lentz Harness Shop Road, Seymore Lane, Caycee <br />Drive and the widening of SR 1622 from "Y" Line 1-85 to SR 1778 and Rock <br />Hill Church Road. Also included as a proposed project was the paving of <br />Artdale Road under the property owners participation program. <br /> Commissioner Barnhardt expressed concern regarding the number of <br />wrecks at the curve approaching the bridge at Barrier Store on the Barrier- <br />Georgeville Road. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Hamby <br />and unanimously carried, the Board set a public hearing for 9:30 A.M. on <br />Monday, June 3, 1985, for the final presentation of the Cabarrus County <br />1985-86 Seccndary Construction Program. <br /> Mr. Charles D. McGinnis, County Manager, reported that during the <br />process of preparing the advertisement for sealed bids for the sale of <br />County property located on McCachern Boulevard, Mr. Ed Ferguson had <br />requested that the County consider the procedure of negotiated offer, <br />advertisement, and upset bid for the sale of this property. Mr. McGinnis <br />asked the Board's authorization to proceed with the negotiated sale of the <br />property located on McCachern Boulevard. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Hamby <br />and unanimously carried, the Board authorized the County Attorney and <br />County Manager to go ahead and see if they can sell the County property <br />on McCachern Boulevard by negotiated offer. <br /> The Board discussed the equipment damage which occurred in the <br />Courthouse during the storm on May 15, 1985. An engineer will be <br />consulted regarding any action that can be taken by the County to prevent <br />additional storm damage. <br /> Chairman Lentz read a letter from Mr. Philip H. Smith, Sr., President <br />of the Concord/Cabarrus County Chamber of Commerce, inv%ting the members <br />of the Board to attend the dinner meeting of the Chamber's Airport Committee <br />on June 3 at 6:45 P.M. at the Concord Holiday Inn. The purpose of this <br />meeting is to discuss the process of building a general aviation facility <br />in Cabarrus County. The Board indicated that they were in agreement to <br />the date and time for this meeting. <br /> There being no further business to come before the Board, the meeting <br />adjourned until 5:00 P.M. on May 21, 1985, to continue review of the <br />proposed 1985-86 Cabarrus County budget. <br /> <br />Clerk to the Board <br /> <br /> <br />
