241 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />June 3, 1985, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend George E. Campbell, Jr., of <br />McKinnon Presbyterian Church in Concord, North Carolina. <br /> Commissioner Barnhardt corrected the minutes of May 21, 1985, to <br />show that he voted for and Commissioner Payne voted against the following <br />resolution. <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby <br />with Commissioners Hamby, Barnhardt, and Upright and Chairman Lentz <br />voting for and Commissioner Payne voting against, the Board approved <br />the allocation to the Concord/Cabarrus County Chamber of Commerce <br />and the Kannapolis Chamber of Commerce in the total amount of <br />$20,000.00 with $10,000.00 to go to each Chamber with the stipulation <br />that the money is for industrial development purposes only. <br /> <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Upright <br />and unanimously carried, the Board approved the minutes of May 20, 1985, <br />as written and the minutes of May 21, 1985, as corrected. <br /> Mr. Benton Payne of the North Carolina Department of Transportation <br />made the final presentation of the proposed 1985-86 Secondary Construction <br />Program for Cabarrus County. <br /> Mr. Ken Cox, resident of Mills Circle, objected to the 1985-86 <br />Secondary Construction Program as recommended by the North Carolina Deparment <br />of Transportation. Stating the residents of Mills Circle had made numerous <br />attempts since 1972 to have that road paved, Mr. Cox requested that the <br />Board replace the widening of Crisco Road (Priority No. 1) with the paving <br />of Mills Circle (Priority No. 50). He outlined the following reasons for <br />the paving of Mills Circle. <br /> <br />1) <br /> <br />2) <br />3) <br /> <br />4) <br /> <br />Use of the street is a necessity for the residents of the 12 homes <br />and 3 businesses located on Mills Circle street as well as for the <br />residents of Ponderosa Lane. <br />Location of a community ballfield on the street. <br />Safety hazard for cars and school buses stopping on the gravel on the <br />steep incline located at the south end of the street. <br />Use of the street as a short-cut by trucks traveling from 1-85 <br />to Highway 73 and 49. <br /> <br /> Mr. T. L. Patterson, District Engineer, stated that new methods of <br />rating streets would enhance the chances of Mills Circle being included <br />in the Secondary Construction Program for 1986-87. He also advised the Board <br />that Mills Circle was not eligible for the Property Owners Participation <br />Program as the street was added to the state system as a rural road. <br /> Mr. Frank McCray, member of the North Carolina Board of Transportation, <br />spoke in support of the 1985-86 Secondary Construction Program as <br />recommended by the State. <br /> Mr. Ken Kiser introduced Mr. Jake Alexander, Deputy Secretary of the <br />Department of Transportation. Mr. Alexander reviewed the condition of <br />Mills Circle and its classification as a rural road. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Chairman Lentz with <br />Commissioners Barnhardt and Upright and Chairman Lentz voting for and <br />Commissioners Hamby and Payne voting against, the Board approved the <br />Secondary Construction Program as recommended by the State with the exception <br />of Crisco Road and moved to call for a public hearing to change Crisco <br />Road and pave Mills Circle. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne with <br />Chairman Lentz and .Commissionem Payne and Hamby voting for and Commissioners <br />Upright and Barnhardt voting against, the Board voted to rescind the vote <br />on the last action. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with <br />Commissioners Payne and Hamby and Chairman Lentz voting for and <br />Commissioners Upright and Barnhardt voting against, the Board approved <br />the adoption of the State recommendation on the paving allocations <br />according to the priority list.
